This position is in the Bureau of Child Support (BCS), which primarily administers Wisconsin’s Statewide Child Support Program. The Business Analytics and Research (BARS) Section develops reports, graphics, and research from department information systems, including the Kids Information Data System (KIDS) and the Child Support Data Warehouse. These IT systems contain administrative information about individuals served by the Child Support program.
The ISBA-Senior will be responsible for monitoring, analyzing and evaluating KIDS and other source data. The data analysis, research and reports produced by this position, are often the primary basis upon which federal, state and local government policy makers evaluate the effects of potential and actual program policy changes on the economic well-being of children and families. Topics include questions related to the effectiveness of the child support program, federal child support performance measures, local child support agency performance and progress towards improving services for participants in the Child Support program.
This position will access mainframe, and data warehouse databases using the appropriate software; compile and analyze reports; work as a team member on reporting and program evaluation of Child Support programs and related research projects. This position works closely with the other sections within the bureau and Bureau of Information Technology Service (BITS) staff to ensure the appropriate data elements are developed and maintained in program databases.
Minimally qualified applicants will have:
- Experience translating, interpreting, and/or documenting business needs and requirements · Experience conducting system, integration, and/or acceptance testing
- Experience developing reports using Business Objects Web Intelligence (WebI) or other reporting tools
- Experience writing and testing SQL queries to extract information from database management systems
- Excellent oral and written communication skills
Well-qualified applicants will have:
- Experience using Geographic Information Systems (GIS), Tableau, and/or statistical tools such as SAS, R, or SPSS
- Experience with project management methodologies (i.e. Agile, Waterfall)
- Experience with data warehouse design concepts (i.e. Performing dimensional modeling for a data warehouse extract, transform and load processes, using a data warehouse to extract information for a report or analysis, testing database or data warehouse performance)
- Experience reading and interpreting policies, procedures, and regulations
