Job Summary:

The Applications Analyst is responsible for assisting Information Technology management in strategic decision making project planning, and detailed technical implementations. The Applications Analyst provides database administration, design, and support in addition to research, experimentation, business analysis, and use of data management systems, including GIS and EDMS county-wide to meet service levels, internal and external customer needs, county objectives, defined budgets, and technological resources.

Duties:

  • Specific responsibilities for the Applications Analyst position vary slightly by program area/focus.
  • Possesses and constantly enhances an expert level knowledge of one or more of Douglas County’s computer platforms and may specialize in one or more areas.
  • Evaluates and recommends new technologies for fit with IT Strategic Plan and continues to develop expert knowledge in the following areas:
    • SQL and DB2 databases
    • ESRI software
    • Electronic Document Management Systems
    • Programming skills and API development
    • Best practices for operational procedures
  • Performs highest level database administrative functions, including, but not limited to, database design, system and application upgrades, programming, security administration, and monitoring.
  • Recommends and ensures optimal system design and that system standards and procedures are followed in areas of testing and documentation; prepares functional and technical design documents; creates data models; recommends software, hardware, and other changes to obtain more effective overall changes as well as various programming tools to compile, test, and prepare programs; maintains a keen awareness of IT capabilities and initiatives; develops next generation ideas and solutions; provide technical expertise during implementation of technical IT architecture changes.
  • Performs installation and maintenance of GIS software programs and upgrades; evaluates and recommends hardware and software purchases and upgrades; keeps abreast of new developments in trends and technology in GIS for possible usage within the County.
  • Develops and maintains GIS applications using programming skills in JavaScript, ASP, ActiveX, Python, and XML within a Visual Studio development environment; develops and maintains Internet and Intranet applications using GIS data; develops and provides GIS integration into other county systems and applications.
  • Meets with departments to promote GIS opportunities, strategies, and plans; analyzes databases, data, files, and folders of all business units to spatially enable and visualize the information.
  • Performs presentations to various groups and departments to promote GIS.
  • Provides customer services to the public and internal customers.
  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.
  • Performs other related duties as required or assigned.
  • Reliable, predictable attendance and punctuality.
  • Perform all work in compliance with Douglas County Safety Program, including the AWAIR policy and applicable OSHA standards.

Minimum Qualifications:

Education & Experience
  • Equivalency of a bachelor’s degree in Computer Science, GIS, or related field and three years of progressively responsible experience in geographic information systems, database administration and computer operating systems.  Preference given for experience with SQL Server and ESRI GIS software.

Knowledge, Skills & Abilities

  • Knowledge of relational databases
  • Knowledge of API’s, web servers and web services
  • Knowledge of software development lifecycle
  • Knowledge of operating systems and application configuration files
  • Knowledge of Microsoft Office applications

Licenses & Other Requirements

  • Possess a valid Minnesota Driver’s License or ability to obtain within 30 days of employment. Must possess reliable means of insured transportation to travel to multiple locations around Douglas County, some of which may not be accessible by public transportation.

  • Knowledge and programming skills in application development with JavaScript, ASP, ActiveX, Python, and XML within a Visual Studio development environment.
  • Knowledge of Application Programming Interfaces, web servers, and web services.
  • Knowledge of systems development life cycle.
  • Knowledge of system configurations (operating system files, application configuration files, etc.)
  • Knowledge of communication protocols, terminology, and applications.
  • Knowledge of Microsoft Office applications.
  • Knowledge of problem determination, isolation, and correction.
  • Knowledge of equipment specification and procurement.
