Job Summary:

This position is located in the U.S. Army Corps of Engineers, Rock Island District Headquarters, Real Estate Division. The Rock Island District Headquarters is in the Clock Tower Building on Arsenal Island in Rock Island, Illinois. Rock Island is part of a metropolitan area known as the Quad-Cities. The Quad-Cities rests on the banks of the Mississippi River and has a total population of 400,000. The Quad-Cities is comprised of the cities of Rock Island and Moline/East Moline in Illinois, and Davenport and Bettendorf in Iowa.

Position will filled at the GS-09 or GS-11 with target GS-11 level. Responsibilities described reflect the full performance GS-11 level. Responsibilities will be performed in a developmental capacity under close supervision. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

Duties:

  • Develop real estate maps using Computer Aided Design and Drafting (CADD) or Geographic Information Systems (GIS) software and standards.
  • Analyze data compiled from a variety of sources to develop civil works planning and acquisition project maps.
  • Write, review and approve real property land descriptions.
  • Recommend and manage contracting out of mapping services.
  • Serve as technical point of contact for representing the district’s cartographic and GIS interests.

Qualifications:

Education:

Bachelor’s degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

OR

Education and Experience: 

Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
