Job Summary:

This position is responsible for a variety of skilled technical and professional work in the design, development and maintenance of the Walworth County Geographic Information System (GIS) within the Information Technology (IT) Department.  This position will assist in the development, maintenance and coordination of the county’s Land Records Modernization Plan.  Other duties include research, input and collection of data along with the technical maintenance of the GIS System in maintaining data integrity and accuracy.  The GIS Specialist is also responsible for working with other county departments, local municipalities and various other public GIS users to expand the use of GIS in Walworth County through GIS support and training.

Duties:

  • Create, update and maintain county GIS datasets in an enterprise geodatabase utilizing ArcSDE or other industry standard GIS formats.
  • Prepare digital data requests for consultants and the general public.
  • Create thematic maps for distribution to other county departments and the general public.
  • Assist with the creation and maintenance of GIS websites and data targeted for the general public and county staff using ArcGIS Server software.
  • Capture data from various sources and incorporate into the county’s GIS enterprise geodatabase through use of digitization, coordinate geometry, aerial photos, LIDAR data, GPS and scanned documents.
  • Translate legal land descriptions and Public Land Survey System (PLSS) data into a GIS format for integration into the county cadastral dataset.
  • Work with all county departments to identify county-wide GIS needs and provide technical and troubleshooting support as it relates to GIS.
  • Assist the GIS Supervisor with various aspects of implementing the county Land Modernization Plan.
  • Assist the GIS Supervisor in managing and administering the county’s ArcGIS Online and Open Data Portal.
  • Train end users in the use of GIS software applications.
  • Document GIS processes, applications and procedures as necessary.
  • Present GIS applications and processes to various GIS user groups.
  • Research and evaluate current/new technologies and recommend implementation strategies.
  • Assist the GIS Supervisor with the county’s rural address numbering ordinance.
  • Serve as a resource and advisory staff person to the Land Information Advisory Council.
  • Create metadata for county GIS datasets.
  • Provide assistance to the emergency management team in the event of an emergency by creating maps, reports and conducting field investigations.
  • Demonstrate a commitment to county safety and risk management efforts.

Qualifications:

Bachelor’s degree or formal preparation equivalent to a four-year program in Geographic Information Systems, Geography, Computer Science or Urban and Regional Planning; with a minimum of two years of progressively responsible work experience supporting, developing and implementing a Geographic Information System.  Experience with current ESRI ArcGIS software, specifically, ArcGIS Desktop, ArcSDE, ArcGIS Server, ArcGIS Online and Python Scripting together with the ability to read legal descriptions is required.  Additionally, experience with ArcGIS Pro, Microsoft SQL Server, GPS equipment, Drones, AutoCAD, Lidar data types and orthophotography is preferred.  Familiarity working with a virtual server environment and understanding various types of programming languages is a plus.
