Job Summary: The OEM GIS Specialist will be responsible for management of all GIS aspects which include but are not limited to: creating, analyzing, and maintaining maps, data, and reports; spatial analysis; maintenance of GIS data for use in NG9-1-1 and Computer Aided Dispatch (CAD). Knowledge of Master Street Address Guide (MSAG), 9-1-1 addressing, geocoding standards, ESRI Software including ArcGIS Online and SQL Server are required.
Job Duties:
- Convert, coordinate, and maintain OEM’s current countywide and new GIS projects and services which may include but are not limited to: 9-1-1 addressing, geocoding, spatial analysis, creation and maintenance of maps, tables, and reports using GIS applications and related software.
- Maintain an extensive knowledge of GIS data integration within various CAD systems and related public safety services. Coordinate Countywide ESRI capability with all CAD users
- Coordinate with MCLIO to update CAD geofiles and database tables. Monitor all GIS databases for accuracy and data integrity.
- Develop and Maintain Geospatial Data and MSAG. This includes data on desktop, web, and mobile applications. Coordinate customer address locations w/AT&T; tower locations and routing w/wireless telephone carriers. Meet data accuracy and content standards for QA compliance. Maintain the Master Street Address Guide (MSAG).
- Stay abreast of developments in GIS hardware and software and make recommendations to update systems. Understand the National Emergency Number Association’s Next Generation 911 GIS/Mapping and system standards.
- Develop, document, and deliver GIS products and services to include: hard-copy maps, GIS web services, interactive web maps, mobile map applications, and spatial analysis.
- Provide ongoing maintenance of the GIS technical infrastructure, coordinating with CAD vendor, IMSD, MCLIO. Includes support for desktop, web, mobile, and server based applications, as well as provide database support. Assist with planning for & documentation of GIS technical infrastructure.
- Analyze spatial data for geographic statistics to incorporate into documents and reports. Support the Emergency Operations Center (EOC) when activated as required.
- Perform other duties as required by the direction of the OEM Director.
Minimum Qualifications
- A current resident of the State of Wisconsin
- A valid Wisconsin driver’s license and access to an insure vehicle both of which must be maintained throughout employment
- Bachelor’s Degree or higher in Geographic Information Systems, Computer Science, or a closely related field.
- At least one (1) year of technical experience in GIS mapping is required.
*Please note, five (5) or more years of equivalent experience may substitute for the Bachelor’s degree.
Preferred Qualifications: (In addition to the minimums listed above)
- Knowledge and experience with GIS technology
- Experience with Computer Aided Dispatch (CAD) data sources, geocoding, and/or parcel mapping
- Experience using ESRI software (ArcGIS, MS SQL Server)
- Knowledge of Master Street Address Guide (MSAG), NG-911

The ability to use good judgment and work effectively under stressful conditions. Ability to lift/carry/push/pull up to 25lbs as needed.
