Job Summary:
The City of Naperville’s Department of Public Utilities – Electric now seeks a skilled Geographic Information Systems (GIS) Analyst to help manage and coordinate the electric utility’s geographic information systems. The Analyst provides technical expertise in GIS development, implementation, and maintenance.
This is an excellent opportunity for a growing professional to apply her/his (ESRI) computer mapping and database design & management experience to a vital role. The utility’s GIS Analyst will help integrate GIS with electric utility software (e.g., Automated Metering Infrastructure, Meter Data Management System, and a variety of other utility-specific applications). Primary duties include compiling & digitizing electric utility construction as-builts and other documents; designing, developing & implementing applications for the access, analysis & maintenance of spatial data; providing expertise for GIS system hardware/software; monitoring system performance and installing, configuring & maintaining GIS software; and documenting system/database parameters & usage guidelines.
Duties:
You will design & implement relational databases, document structures, and verify compliance. You will perform GIS troubleshooting activities and implement corrective action, and provide support for end users of various utility specific applications, including GIS design tools. As the GIS Analyst, you will also:
- Consult with users regarding data collection methods & maintaining data integrity; advise users of problemswith daily operation of software & systems; provide user training/support on GIS software; and help coordinate, monitor and evaluate the performance of outside GIS consultants.
- Assist in GIS system administration and database administration of relational databases. Document system and database parameters and guidelines for use. Perform troubleshooting activities regarding database operation.
- Collaborate with other City departments to identify common GIS needs and sources of data. Actively participate in GIS upgrades and upgrade projects at both the utility and City levels.
Qualifications:
At a minimum, qualifications for this vital position include a Bachelor’s degree in Computer Science or Geography, plus three years’ experience in computer mapping (with ESRI products) or database design & management. A valid Illinois Class D Driver’s License required.
Applicants gaining serious consideration will also be able to demonstrate skills in coordinating efforts with others, cooperating & eliciting cooperation, and communicating effectively (in both technical and non-technical terms). They will be knowledgeable in developing custom GIS tools, database design, development & management, GIS theory & practice, geo-processing and cartographic principles, relational databases, programming languages (VB.NET and C#) and Windows & other OS. They will possess experience with ESRI ArcGIS products, and possess ArcFM knowledge, and/or have some experience electric utility data mapping. Experience with Python programming is preferred.
