Job Summary:

The Assistant County Surveyor is responsible for assisting the County Surveyor in the management and administration of key elements of operation, planning, supervision, and coordination of responsibilities and personnel of the Survey Division.

Duties:

  • Supervises the activities and personnel directly responsible for the goals and objectives of the Division, including assignment of tasks, review of work performed, prioritizing work and schedules of staff.
  • Collaborates with the County Surveyor in development and coordination of system-wide comprehensive programs for development, preservation, and maintenance of survey infrastructure, including U.S. Public Land Survey corners and geodetic control.
  • Conducts recruitment, selection, placement and training of staff. Evaluates performance of personnel, takes corrective actions as necessary. Establishes performance standards and goals for staff.
  • Evaluates and assesses the need for systems, equipment, and personnel. Prepares budget information, monitors budget and authorizes purchases.
  • Performs scheduled and unscheduled inspections of worksites and division projects and takes corrective action as needed to ensure that accepted standards, codes, and safety regulations are met.
  • Researches and evaluates technology, materials, procedures/practices, and equipment.
  • Recommends adoption/usage as appropriate.
  • Participates in department and division planning including preparation of long term capital programs. Evaluates existing needs and deficiencies and recommend solutions. Identifies funding sources and allocations.
  • Determines expenditures and proposes budget needs for Division Manager’s approval; monitors expenses and revenue recommending procedures in which revenue may be maximized and/or expenses reduced.
  • Directs and oversees the preparation of legal documents, professional reports, contracts, license agreements and other essential documents requiring action by the Division Manager/County Surveyor and/or other administrative officials.
  • Directs and oversees the development of systems to support and preserve the United States Public Land Survey System and the county’s geodetic control network. Directs staff in the procurement and use of support technologies such as Global Navigation Satellite Systems (GNSS/GPS), Geographic Information Systems (GIS), Computer Aided Design (CAD), and associated computer software systems.
  • Interprets and explains state statutes, professional standards, regulations, rules, and legislative changes for areas of land development, land surveying and geospatial data. Applies the principles of land surveying, evidence, and law to determine land boundaries.
  • Directs and oversees the development of systems for the review of subdivision plats, common interest community (CIC) developments, Registered Land Surveys, and Torrens applications. Approves Registered Land Surveys, subdivision plats and CIC plats for compliance with state statutes, county regulations and policies, and professional standards.
  • Directs and oversees the development, maintenance and security of parcel base map and land information systems to support the County’s geographic information system (GIS) and land records management systems.
  • Coordinates and directs specialized mapping activity required to support areas of land transactions, tax forfeit lands, parks and facilities management, criminal prosecution, and Torrens examinations.
  • Assumes responsibilities of the County Surveyor in the County Surveyor’s absence.
  • Performs other duties as directed.

Qualifications:

This position requires a Bachelor’s degree in land surveying, civil engineering or a related field and four years of related experience; or approved two-year course in land surveying or civil engineering from an accredited college or technical institute and seven years of related experience.  Three years in directing projects required. Managerial experience and supervisory or coordinating experience in the areas of land surveying, and land development required. Possession of a current license to practice land surveying in Minnesota is required.
