Job Summary:
Performs advanced work in the analysis, assessment, and improvement of a department wide Geographic Information System (GIS) and related programs. Creates and maintains spatial and attribute data, facilitates data capture, and provides analysis, map design, production, and spatial data modeling. Builds GIS applications and provides guidance to less experienced staff and users. Acts as a resource to users and GIS unit staff regarding the GIS system, applications, enhancements and updates. Assists with the development of ideas, tools, and methods to promote GIS systems applications. Performs other related duties and responsibilities as required.
Duties:
- Utilizes geographic information system and related applications for production, extraction, editing, and advanced analysis of geospatial and related attribute data. Creates maps, reports, and other communication tools to enable geographic planning, analysis, and operational support, throughout the Utility and to external customers,
- Analyzes, develops, creates, and maintains geographic and attribute databases for the management of department assets and property, and to assist with planning and policy development.
- Works with managers in assessing their geospatial data and development needs. Evaluates and recommends possible solutions for meeting those needs.
- Imports and exports data to computer aided drafting applications such as AutoCAD. Joins GIS data with data from other non-spatial applications to provide and maintain spatial references to the non-spatial system(s).
- Ensures the accurate creation, verification, and documentation to ensure data accuracy, continuity, and compliance with applicable federal, state, and regional standards.
- Develops and provides GIS integration between systems, platforms, and applications. Coordinates and implements the exchange and conversion of GIS data with other departments, outside agencies, and the general public.
- Creates, implements, and provides training; documents and updates training; and provides other technical assistance to staff regarding use of GIS applications.
- Supports and assists the implementation of business solutions that provide strategic application of GIS technology for the deployment of spatial solutions for GIS software and web applications throughout the department.
- Assists in the administration and programming of GIS related software.
- Conducts presentations to various groups and departments to promote and support GIS.
- Directs and provides the planning, development, implementation, and testing of software systems; recommends business software packages; provides technical assistance to departments in the development of bid specifications for special software systems that are compatible with GIS department needs and are required to implement new programs.

Qualifications:
Bachelor’s Degree in Geographic Information Systems, Computer Science, Information Technology, Geography, Cartography or a directly related field, AND two years of progressively responsible experience developing geographic information systems. Experience must include work in the majority of the following areas: analysis, assessment, design, documentation, spatial data modeling, and administration of geographic information applications, processes, and products.
OR
Associate’s Degree in Geographic Information Systems, Computer Science, Information Technology, Geography, Cartography or a directly related field, AND four years of progressively responsible experience developing geographic information systems. Experience must include work in the majority of the following areas: analysis, assessment, design, documentation, spatial data modeling, and administration of geographic information applications, processes, and products.
