Job Summary:

This position has responsibility for providing technical, GIS and administrative assistance to the Director,  Program Manager, Planning and GIS Specialist, and Civil Engineer for environmental and GIS related tasks for all Divisions. Duties and responsibilities include: assist with GIS modeling, analysis, planning and mapping; assist with preparation of materials for various Committees, assistance with environmental assessments and monitoring activities including in-stream and riparian habitat assessments, fish passage impediment inventories, fisheries monitoring, water quality monitoring and analysis; complete required GIS post-processing and data analysis for applicable environmental data and associated projects; assist with implementation of the stream impediment removal and remediation projects and habitat restoration projects by working with other County Departments, consultants, contractors, local governments, nonprofit organizations, conservation corps, landowners and the general public; assist in environmental database organization and management; assist with grant writing and development; assist with tracking and reporting on outcomes and metrics for the Department and multiple grants; assist with reporting and tracking of partner and public participation; assist in completing the required fiscal and technical reporting according to federal, state, local, and private organization grant funding; assist with education and outreach events and initiatives; and management of equipment and supplies for the Department.  This is a temporary, grant funded position.

Duties:

  • 40% – Provides field assistance for in-stream and riparian habitat assessments, particularly for Lake Sturgeon-related grants. Completes fish passage impediment inventories as grant funding requires. Assists with fish and wildlife monitoring surveys, including larval trapping, visual surveys, and electroshocking activities, including fish species identification. Assists with implementation of impediment removal or remediation projects and habitat restoration projects and associated monitoring activities. Assists with water quality sampling, databases and analysis activities as requested. Provides GPS and survey field data collection assistance to Program Manager and Civil Engineer positions in support of fish passage impediment inventories, habitat restoration projects, parks and trail projects and for completion of habitat assessments.
  • 40% – Provides GIS, technical, planning and administrative assistance for implementation of grant supported Planning and Ecological projects as requested. Assistance with environmental data organization, management, and analysis, particularly for water quality data, habitat assessment and planning projects. Assists with the integration, management, and maintenance of the Department’s GIS and environmental databases and layers. Provides required GIS post-processing of habitat assessment geospatial data and associated imagery. Provides support for development, refinement, and ongoing use of GIS Decision-Support Tools (e.g. Ecological Prioritization, Fish and Wildlife Habitat). Provides GIS and mapping support for grant applications, grant management and reporting, and permit applications for various federal, state, local, non-governmental and private agencies and organizations. Assists with preparing technical and financial reporting for federal, state, local, and private grants, and County Committees following all federal, state and County guidelines and requirements including reporting on benchmarks, measures and milestones as identified. Assist with grant development, writing and submittals. Assist with preparation of fish passage impediment and habitat restoration project design and engineering plans.
  • 15% – Responsible for preparing communications, education, and outreach for landowners, local governments, non-profit organizations, residents and the public. Assists with poster, brochure, and other education and outreach materials and graphic development. Provides updates and management for Department webpages and social media. Assist with reporting and tracking of partner and public participation. Performs community relations activities with interest groups, local government and the public for the Department including attendance at select events as requested.
  • 5% – Performs other duties as assigned

Qualifications:

Education

Bachelor’s degree required from an accredited college or university in environmental science, engineering, fisheries, biology, applied ecology, geography, planning, GIS or a closely related field. Master’s degree preferred.

Experience

One to three years of progressively responsible work experience in environmental science, engineering, fisheries, biology, applied ecology, geography, planning, GIS or a closely related field along with progressive experience in public relations, communications, and work with government agencies. Drivers License required.

Knowledge, Skills and Abilities 

  • Excellent working knowledge of Geographic Information Systems (GIS).
  • Comprehensive knowledge of environmental science policies and practices.
  • Comprehensive knowledge of a wide variety of fisheries, ecological and engineering issues.
  • Working knowledge of ecological principals, ecology, engineering, planning and environmental science.
  • Working knowledge of purchasing, contracts, and service agreements.
  • Working knowledge of government agencies, non-profit organizations and other community groups.
  • Ability to establish and maintain effective working relationships.
  • Ability to implement a project, including evaluation, design, communication and training.
  • Ability and knowledge to oversee small construction projects and contractor work.
  • Ability to communicate effectively, both orally and in writing. Excellent communication skills.
  • Ability to work effectively with the general public, interest groups, non-profit organizations and Committees.
  • Ability to work in a collaborative in a team environment and problem solve complex tasks efficiently.
  • Ability to work on tight timelines with deadlines.
  • Ability to be flexible, manage schedules, and change priorities based on direction.
  • Surveying experience and ability to use a GPS unit.
  • Ability to teach and train staff.
  • Ability to prioritize, work and manage time with minimal day-to-day supervision.
  • Attention to detail.
  • Excellent computer skills, familiarity with email, internet and Microsoft software. Familiarity with AutoCAD and statistical software desirable.
  • Ability to analyze complex data, conduct statistical analysis, evaluate data and systems, make recommendations for implementation.
