As a function of the Waupaca County Treasurer’s Department, this position is responsible for overall management of the services provided by the Land Information Office. This includes development, integration, and maintenance of the County’s Geographic Information System / Land Records System (GIS/LRSYS). This position works under the direct supervision of the Waupaca County Treasurer.

ESSENTIAL RESPONSIBILITIES:

  • Plan, coordinate, and supervise land record activities throughout the County to input new, and maintain existing data in the County GIS/LRSYS.
  • Responsible for the County GIS/LRSYS software System administrator/database administrator for the servers and databases that run the County GIS.
  • Responsible for preparing, planning, and implementing the annual budget for the Land Information Office.
  • Fill requests for maps and geographic data from other departments and the general public; this would include the creation of custom map products and/or creation of digital data sets.
  • Develop, publish and maintain GIS web applications.
  • Responsible for development and implementation of the Waupaca County Land Records modernization plan and all applicable grant reports per Wisconsin Statues 59.72, 16.967 and chapter 47 of Wisconsin Administration Code.
  • Responsible for the supervision, evaluation, performance management and development of assigned county staff.
  • Coordinate and administer the mapping component of the sheriff’s computer aided dispatch system.
  • Participate in the interview and selection process for assigned positions.

PERIPHERAL RESPONSIBILITIES:

  • Perform other duties as assigned.

QUALIFICATIONS:

EDUCATION: Bachelor’s of Science Degree in Geography with a major/minor in Geographic Information Systems and/or Digital Cartography.

EXPERIENCE: 5+ years of experience working in the GIS field.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to develop maps, reports and data using Esri ArcGIS products
  • Working knowledge of relational data base management systems (RDMS) and management practices.
  • Ability to install, troubleshoot, manage, and support networked PC systems in respect to their connections to the county’s GIS system.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to effectively meet and deal with the public.
  • Ability to develop and maintain GIS and server automation scripts
  • Ability to maintain appropriate confidentiality.
