Job Summary:

The City of Fitchburg Planning and Zoning Department seeks an individual with a strong GIS background and excellent communication skills. The Associate Planner will be the lead department staff in undertaking GIS work, cartographic production, and data analysis pertaining to planning projects. The Associate Planner is responsible for planning work related to community development and redevelopment and will serve as a project manager for various planning projects.  The Associate Planner will also assist in the administration of municipal codes and process zoning requests according to legal requirements, answer inquiries from the public and city officials on zoning matters and act as secretary to the Plan Commission and lead staff to the Board of Appeals and Landmarks Preservation Commission.

Duties:

Planning and Zoning Department Support 
  • Project manager for community development and redevelopment projects, including working with consultants, special interest and neighborhood groups and others.
  • Work with consultants, various interest groups and organizations, residents and property owners in the planning process.
  • Provide the public, developers, and other City agencies with information pertaining to municipal development requirements and standards, including meeting with developers and property owners and advising them on procedures and requirements.
  • Inspect sites to insure compliance with all Conditional Use Permits, Architecture and Design Approvals and Zoning requirements.
  • Provide coverage at front counter for planning and zoning related matters.
  • Lead staff to Zoning Board of Appeals and Landmarks Preservation Commission.
Zoning Ordinance Administration
  • Interpret, discuss and explain the requirements, purpose and procedures of the zoning ordinance, land division ordinance, sign ordinance, land use plan, etc., to applicants, the public, and city officials.
  • Research issues related to zoning and planning matters.
  • Review submitted plans and documents.  Issue related permits.
  • Develop draft ordinances, ordinance amendments and resolutions and assist in development of and evaluation of draft ordinances and policies.
Secretary to the Plan Commission
  • Prepare and distributes Plan Commission agendas and minutes.
  • Discuss and assess Plan Commission business, and plan document preparation with Mayor, Zoning Administrator/Planner, Commission members and staff.
  • At the request of the Zoning Administrator/Planner, review submitted projects and make appropriate comments and recommendations to the Plan Commission.

GIS Management

  • Operate the Geographic Information System for the Department. Perform spatial queries and analysis using ArcGIS.
  • Create and maintain data sets, databases, and map documents related to land use and development. Prepare materials for displays and public presentations.
  • Assist other departments with GIS information and production of customized maps.
  • Identify GIS databases in the public and private sector and obtain computerized data as needed.

Qualifications:

  • Two years of professional planning, architecture, or urban design experience including one year of GIS experience.
  • Bachelor’s Degree in Planning, Land Management, Geography, or related field.
  • Master’s Degree in Planning, Land Management, Geography, or related field required may be substituted for one year of experience.
