Job Summary:

Under general supervision, performs skilled technical duties associated with the maintenance of utility records and maps, including GIS data, digital inventories and archival hard copy records, and skilled technical duties associated with utility billing and customer service.  Work assignments are given orally and in writing and are frequently general in nature, requiring the use of some independent judgment.

Duties:

  • Maintain digital and hard copy records relating to the water distribution system, including hydrant, valve and water service locations, etc.
  • Maintain GIS-based and hard copy maps of the water distribution system.
  • Conduct field verification of water distribution system locations, data collection and integrate new information into records and maps.
  • Review non-city utility construction plans for potential construction conflicts with existing City utilities.
  • Organize construction drawings, project files, repair records and similar documents for archival purposes.
  • Conduct preliminary review of water tap-on requests.
  • Prepare maps, sketches and data summaries.
  • Ensure timely and accurate billing of all utility revenues and the completeness of the utility revenue cycle.
  • Ensure timely and accurate execution of data transfers in support of meter reading and billing operations
  • Create and distribute work order requests, documenting same in utility billing and maintenance management software, and ensure proper dissemination to field personnel.
  • Assist with utility customer service inquiries, as required.
  • Work cooperatively with the Finance Department to provide superior customer service to utility customers.
  • Promote communication and adequate information flow.
  • Other duties may be assigned.

Qualifications:

Training and Experience

  • Associates degree or equivalent from accredited two year college or technical school with course work in GIS, computer science, engineering drafting, water distribution engineering or related areas and two (2) years experience in maintenance of card and map-based record systems, GIS and database applications in a water utility environment; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Knowledge, Skills and Abilities

  • Thorough knowledge of ArcGIS Suite, computerized databases and spreadsheets; good knowledge of land survey terms and symbols; general knowledge of practice and techniques of engineering drafting; working knowledge of generally accepted practices in customer service; knowledge of generally accepted office procedures, practices, systems and equipment; general computer operations; the principles and practices of water utility records systems; the basic principles of municipal engineering as applied to water distribution system design and construction work; the laws, policies and regulations that impact the work performed and basic knowledge of municipal accounting procedures.
  • Excellent skill in public and employee relations and in maintaining effective working relationships with employees, contractors, property owners and the general public; advanced skill in maintaining system security and data integrity; skill in the use of personal computers in a network environment; the use of a variety of software applications, including, but not limited to Microsoft Outlook, Word, Excel, Access, PowerPoint, maintenance management, meter reading and accounting software – SunGard Public Sector preferred, and report generator software – COGNOS preferred, Auto-CAD and ArcGIS Suite.
