Job Summary:
Reporting to the Development & Land Services (DLS) Director, while closely assisting the Principal Planner, GIS & Land Information Manager, and/or Zoning Administrator as projects warrant, the DLS Intern assists in the creation, analysis, and maintenance of planning & zoning, GIS and/or community and economic development related programs, data and reports. Provide technical assistance for special planning efforts, such as the update and implementation of the County Comprehensive Plan.
Duties:
- Collection, creation, analysis, and dissemination of planning & zoning, Geographic Information Systems (GIS) and community/economic development-related data (qualitative and quantitative). Off-site field work and/or attendance at evening meetings may be required.
- Assists departmental staff in conducting special studies, analyses, and creating various datasets, reports, and graphical displays (e.g. maps, charts, graphs, informational resources).
- Assists departmental staff with preparing for and implementing public participation efforts, such as public information sessions, social media campaigns, etc.
- Maintains regular and predictable attendance, works overtime/extra hours as required.
- Performs other duties as assigned.
Qualifications:
- High School graduate with at least one year of undergraduate or graduate study in the field of Planning, Geography, GIS/Cartography, Public Administration or a related field; OR any combination of education and experience that provides equivalent knowledge, skills, and abilities.
- Knowledge of and demonstrated ability to conform to goals, policies, and procedures of the Department as well as the Outagamie County Work Rules and Terms of Employment.
- Knowledge of and experience using ESRI ArcGIS software and cartographic principals.
- Knowledge of planning, zoning, land use and development principals and regulatory tools.
- Knowledge of community and economic development principals and tools.
- Knowledge of email, word processing, spreadsheet and presentation software (e.g. Microsoft Office products), and internet applications, including social media. Ability to utilize these to graphically portray and disseminate planning & zoning, GIS, and community/economic development related information.
- Understanding of statistical analysis techniques and ability to apply to data sets.
- Understanding of methods for qualitative data collection, such as surveys, interviews, focus groups, and meeting facilitation.
- Ability to communicate effectively and clearly, both verbally and in writing.
- Ability to follow verbal and written instructions.
- Ability and skill in the operation of personal computer, photocopier, scanner, and fax machine.
- Ability to maintain effective working relationships with the general public and co-workers.
- Ability to lift, carry, push, pull or otherwise move up to 25 pounds, understanding and utilizing proper body mechanics.
