Job Summary:

The City of Eagan is hiring a full-time GIS Technician. This position supports the ongoing daily GIS needs of the Utilities Division of the Public Works Department. Responsibilities include the design, layout, and generation of customized GIS based maps, charts, and report and meeting graphics; data entry and maintenance of GIS and related databases and related information for Utilities Division; maintenance of data and creation of information using work management applications; and running of computer jobs and reports using a report generator. This position will assist with City GIS needs as necessary and directed, and will provide requested information to the public.
Duties:

GIS Tasks and Data:  

  • Perform Geographic Information System (GIS) development tasks including digitizing, drafting and related activities in the operation of a GIS as it pertains to Utilities, as well as other departments in the development and maintenance of GIS projects. Create and update maps and databases, check work for completeness and accuracy, tabulate and document work
    • Organize and extract data from GIS related databases and perform complex geographic analysis using GIS.  Store, retrieve and exchange information between databases and organizations
    • Run appropriate computer programs to effectively perform mapping, charting, and graphing tasks
    • Work with consultants, other government agencies, and City departments on GIS related City projects. Supply and receive GIS data to/from consultants, other government agencies, and City Departments
    • Perform field work as necessary, such as field verifying GIS data, GPS correction of features, collecting new GPS data, testing mobile applications, and other activities needed to support Utilities

Asset Management:

  • Manage data collection and development of historical records within the City’s GIS and work order management programs

GIS Development:

  • Assist the GIS Coordinator and GIS Analyst in the maintenance, creation, and administration of the enterprise GIS database
    • Assist in developing and maintaining City and department GIS web-mapping applications
    • Assist in software implementation, development, and maintenance throughout Utilities

GIS Project Management:

  • Collaborate with Utilities staff, GIS Coordinator, GIS Analyst, and other staff to manage projects as they relate to the GIS work plan
    • Attend and participate in city-wide GIS committee

Training and Troubleshooting:

  • Assist in supporting Utilities staff in the use of all GIS software and applications as they relate to GIS implementation
    • Provide GIS Support to occasional GIS users in Utilities
Office Support Functions
  • Provide backup office support services to Utilities
  • Enter detailed information into the maintenance management and recording software programs. Manipulate the data as necessary to accommodate staff requests for reports, monitor and record work requests and responses
  • Perform data entry tasks; generate reports using Crystal Reports, Access or other software
  • Accurately generate correspondence, reports, memos, and spreadsheets. Edit, proofread, assemble, collate and distribute materials
  • Answer telephone calls and provide knowledgeable responses, disseminate information, transfer to the most appropriate staff as necessary. Record and promptly deliver messages
  • Assist with processing and publishing staff manuals and related employee documents

Qualifications:

Required

  • Bachelor’s degree in Geographic Information Systems (GIS), Geography, Computer Science, Urban Studies OR Bachelor’s degree AND a degree minor or certificate in GIS
  • Valid Driver’s License
  • One year of experience with GPS technology and operation
  • Two years of ESRI experience
  • Two years of experience with Windows and Microsoft Office Suite application and reporting software (including Microsoft Word, Excel, and Access
  • Customer service experience

Preferred

  • One or more years of experience working with GIS in a local government environment (public sector)
  • One or more years of experience in municipal utility GIS programs
  • One or more years of experience with relational database and ESRI geodatabase management
  • One or more years of experience developing and/or programming GIS web applications
  • One or more years of experience with Asset Management development and operations
  • One or more years of experience working with Microsoft SQL Server
  • Two or more years of experience with GPS technology and operation

Other Knowledge, Skills, & Abilities

Knowledge of:

  • ArcGIS, ESRI Products and other supporting software programs
  • Industry standard software and processes
  • Work/asset management data
  • GIS concepts

Skilled in:

  • Oral and written communications including research and preparation of reports and studies
  • Creating and maintaining effective working relationships
  • The operation of all hardware and software associated with the GIS workstation including networking

Ability to:

  • Draft plans/graphics, and operate GIS databases
  • Transform digital information within varying software formats
  • Develop and maintain databases necessary for GIS operations
  • Maintain quality control of GIS projects
  • Work independently in a group setting, make decisions, and follow projects through completion as required by the position’s job description
