Job Summary:

Identify, develop, direct and implement various medium to large-size GIS projects of significant scope and complexity that develop and/or leverage GIS technology to address business needs. Manages GIS data collection, spatial analysis, geoprocessing, web services, and coordinates with internal and external data providers. Provides leadership to the technical staff performing GIS functions for the Engineering Department. May require operations of UAV for survey activity. May require image processing of UAV captured data.

Duties:

  • Monitor and manage budgets and schedules for such projects. Drive efficiency into project delivery through the monitoring of delivery metrics (unit costs, target costs vs. actual, etc.) and pursuit of more effective delivery and procurement approaches. (25%)
  • Develop and communicate a common vision and strategy for GIS across the state. Deliver business process change leveraging GIS technology to improve business performance and efficiency. Assume leadership role in GIS committees and workgroups to develop, deploy and maintain guidelines, best practices and procedures on all aspects of GIS. Participate in and work with other American Water committees and initiatives aimed at ultimate integration with GIS, such as computerized maintenance management (CMMS), customer information systems, ERP/project management programs, and various databases, with the goal of efficient and effective integration and scalability with these systems. (25%)
  • Guide and coach GIS project managers through implementation of GIS initiatives, including project team setup/resourcing, data conversion, software implementation and training, applications, workflow integration, and GIS maintenance. (25%)
  • Develop and provide reports and presentations to senior management and initiate other communications, as required. Interacting with other groups within the business such as ITS, developer services, customer service, field operations, property, and network operations in developing and delivering projects and studies or performing analyses for efficient and effective delivery and integration. (15%)
  • Delivering GIS projects in accordance with policies and practices set forth in the Capital Investment Management (CIM) system. .Adherence to company-wide GIS strategies and practices to assure commonality for later integration with other AW company-wide systems and applications. (10%).

Qualifications:

  • Bachelors or equivalent. Masters preferred.
  • Minimum 10 years experience in GIS systems configuration, implementation, and spatial analysis.
  • Proven experience managing large GIS initiatives. Preferably in utility industry.
  • Knowledge of how GIS integrates with other utility-based software systems such as computerized maintenance management systems (CMMS), customer service systems, financial systems and project management systems.
  • Thorough knowledge of all GIS related software, including remote sensing, GPS, desktop mapping, web and database applications and GIS interoperability.
  • Knowledge of geocoding, address matching, topology interpolation of linear and non-linear data and relational datasets.
  • Ability to handle multiple projects and deadlines.
  • Strong coaching mentoring and developing skills.
  • Thorough knowledge of ESRI’s suite of products.
  • Ability to structure and conduct fact-finding interviews at various levels within the organization.
  • Ability to identify and resolve issues/anomalies Excellent written and verbal communication skills (e.g. fluency, report writing, developing materials and presentations).
  • Strong interpersonal skills (e.g. persuasion, negotiation, listening, cooperation, tact, diplomacy, problem solving, internal consulting, etc.).
  • Excellent quantitative skills (analytical and technical).
  • Strong coaching, organizational, mentoring, and developing skills as related to GIS training.
  • Knowledge of how GIS integrates with other utility-based software systems such as computerized maintenance management systems (CMMS), customer service systems, financial systems and project management systems.
