Job Summary:

Provide professional support for the implementation of an externally funded project focusing on a coastal hazards mapping community of practice (CoP). Primary duties involve creating and testing a technology-based collaborative support environment (CSE) to share data, documentation, workflows and methods, and best practices. A major focus of this project is a statewide shared culvert database to be used for hydrologic modeling and flood hazard assessment. The project will successfully demonstrate shared creation and management of critical datasets needed by multiple agencies for coastal hazard application, and the potential of the coastal hazard CoP to provide technical assistance to local communities to develop policies that incorporate coastal hazard awareness. This position will collaborate closely with an Outreach Specialist also being hired for this project, who will be responsible for creating and maintaining the CoP. This position will report to the State Cartographer and will interact with staff from the Wisconsin Department of Administration (DOA). This position involves some travel within Wisconsin and requires strong technical computer and GIS skills.

Duties:

  • Develop and test the collaborative support environment (CSE) with CoP participants. (60%)
    • Collaborate with the Outreach Specialist and CoP to develop needs and requirements for the CSE.
    • Conduct research on alternate solutions for the CSE including cloud-based IT/GIS infrastructure.
    • Test and analyze options and make final recommendations, including financial considerations.
    • Primary lead in CSE design and implementation: library storage, common workspaces, individual studios and other resources.
    • Install, configure and test CSE software including virtual desktops and servers.
    • Lead development and implementation of CSE training for CoP participants.
    • Monitor CoP use of CSE and make adjustments to ensure it meets their needs.
    • Lead development of administrative and participant instructions for the CSE.
    • Act as project data librarian and CSE administrator.
    • Serve as technical support specialist for the CSE. Provide a mechanism for users to report issues and ask questions. Provide quick turn-around time to help ensure user satisfaction.
    • Stay on top of geospatial technology trends, with the goal of incorporating new methods in the CSE.
    • Produce technical documentation detailing CSE installation, configuration, and maintenance.
  • Collaborate with the CoP and project team to develop geospatial data standards and best practices as they pertain to coastal hazards and culvert mapping. (30%)
    • Assist the Outreach Specialist conduct research on mapping activities related to Great Lakes coastal hazards, especially as these relate to culvert mapping practices.
    • Assist the Outreach Specialist explore culvert mapping technique alternatives, community needs, preferred methods, geospatial best practices, and data standards.
    • In collaboration with the Outreach Specialist and CoP: Develop a culvert database standard to improve the efficiency of data integration; Develop a standard for field data collection and standards for derivative products, if deemed necessary by the CoP participants; Build a working prototype of a jointly managed culvert database; Produce a final hydro-enforced DEM product, and other watershed derivatives deemed important; Produce a culvert mapping best practices document and a culvert vulnerability assessment document.
  •  Communication and outreach. (10%)
    • Provide project assessment and reporting at yearly mini-summit event.
    • Contribute to a final project report, written in collaboration with DOA, to address project outcomes and suggest future improvements to the project objectives.
    • Make presentations to relevant stakeholder groups.

Qualifications:

Bachelor’s Degree in Geography, Cartography, Geographic Information Systems, Computer Science, Environmental Studies, Environmental Engineering, Hydrology and Water Management, or related field. A Bachelor’s Degree in another area of study combined with a graduate certificate in GIS, or combined with two years of experience in mapping and/or GIS applications may be substituted for the above requirement.

  • Strong GIS skills. Minimum one year hands-on experience with geospatial data and GIS software, including raster and vector data, large datasets, spatial analysis, and model building.
  • Extensive use of Esri GIS software suite, including ArcGIS Pro.
  • Experience with multi-user spatial databases such as PostGIS, including installation and configuration.
  • Experience writing scripts for geospatial data processing, including Python and ArcPy.
  • Experience with collaborative online environments such as ArcGIS Online and GitHub.
  • Familiarity with geospatial hydrologic modeling tools, hydrologic data, and LiDAR data and derivatives.
  • Effective oral and written communication skills. Experience writing reports, instructions, and other documents.
  • Strong collaborative skills. Demonstrated ability to work collaboratively with others to achieve common goals.
  • Ability to plan, think strategically, be creative, and self-motivated.
