Job Summary:

This position is responsible for assisting with the overall management of the Department’s planning and geographic information system (GIS) functions including comprehensive, park and open space, and farmland preservation planning, county-owned lands zoning and strategic planning.   Assists participating local units of government for development, revision, and implementation of local comprehensive plans and zoning. Provides for the coordination and implementation of the Department’s GIS mapping, data and analysis for all the Divisions and other Department initiatives and programs. Provides technical and field support to the Department’s various Divisions as well as education and outreach efforts including social media and website development and coordination. Assists with grant development, writing and reporting.

Duties:

  • 30% – Provides assistance for all aspects of the Department’s planning responsibilities, which includes development, revision, amendments, and the implementation of the Multi-jurisdictional Comprehensive Plan for Ozaukee County, Park and Open Space Plan for Ozaukee County, Farmland Preservation Plan for Ozaukee County, and other planning documents and initiatives such as development of ecological planning documents with partners including the use of GIS decision support tools.. Provides assistance to participating local units of government for comprehensive plans and zoning. Assists with the administration of the Ozaukee County-owned Lands Zoning Ordinance and GIS mapping and management for the Ozaukee County Shoreland Zoning Ordinance. Assists with the development of reports, grants and/or initiatives to support the Department. . Provides planning, GIS, land use and environmental reviews and reports for land divisions and zoning. Provides staffing support and reporting to various Committees and Boards.
  • 30% – Provides for the data collection, development, integration, management and maintenance of the Planning and Parks Department’s GIS, GPS and environmental databases and layers. Coordinates with and provides technical support for staff from multiple Departments on the development of and dissemination of data. . Provides for on-going maintenance and development of the County planned land maps and other planning functions using GIS and other data. Provides GIS and mapping support for grant applications, grant management and reporting, and permit applications for various federal, state, local, non-governmental and private agencies and organizations. Assists with the management of the Department’s website, social media and online GIS data layers.
  • 20% – Performs technical and fieldwork duties and data management for grant assistance, GPS mapping, environmental monitoring, user and public opinion surveys, coastal hazard projects, invasive species management, water quality monitoring, fish and wildlife monitoring, park and trail projects and other related efforts.
  • 10% – Coordinates the Department’s public education and outreach efforts including, but not limited to: the development of maps, brochures, presentations, and educational signage and displays. Assists with the development and maintenance of the Planning and Parks Department and partner (e.g. Ozaukee County Tourism) websites and social media.
  • 5% – Assists in training and supervision of Planning and Parks Department interns, limited term staff and volunteers.
  • 5% – Performs other duties as assigned by supervisor.

Qualifications:

Education 

  • Bachelor’s degree from an accredited college or university in planning, geographic information systems (GIS), engineering, environmental science, applied ecology, landscape architecture or a closely related field and proven experience in these fields.
  • Master’s Degree or additional certifications (i.e. GIS, AutoCAD) preferred.

Experience 

  • Two to five years of progressively responsible work experience in planning, GIS, geography, engineering, environmental science, applied ecology, landscape architecture or a closely related field. Valid Driver’s License required.

Knowledge, Skills and Abilities

  • Comprehensive knowledge of planning and environmental science policies and practices.
  • Comprehensive knowledge of GIS (e.g. ESRI), GPS, spatial databases, computer programs, and mapping.
  • Comprehensive knowledge of a wide variety of land information, planning and zoning laws.
  • Knowledge of parks, trail, recreation, landscape architecture, and park management policies and practices.
  • Knowledge of surveying and surveying principles.
  • Knowledge of GIS, GPS, spatial databases, computer programs, and mapping.
  • Working knowledge of ecological principals, ecology, forestry, biology, wildlife and environmental science.
  • Working knowledge of government agencies, non-profit organizations and other community groups.
  • Experience in marketing and promotions.
  • Excellent computer skills, familiarity with email, internet and fax. Familiarity with statistical software desirable.
  • Surveying experience and ability to use a GPS unit desirable.
  • Ability to establish and maintain effective working relationships, manage projects, and research data as needed.
  • Ability to implement a project, including evaluation, design, communication and training.
  • Ability to analyze complex data, conduct statistical analysis, evaluate data and systems, and make recommendations for implementation.
  • Ability to communicate effectively, both orally in a variety of settings and in writing. Excellent communication skills.
  • Ability to work effectively with the general public, interest groups, non-profit organizations, and Committees.
  • Ability to work in a collaborative in a team environment and problem solve complex task efficiently.
  • Ability to work on tight timelines with deadlines.
  • Attention to detail and specifics.
  • Ability to teach, train and manage staff. Supervisory experience desired.
  • Ability to be flexible, manage schedules, and change priorities based on direction.
