Job Summary:

The Zoning/GIS Manager is responsible for administration, development, and enforcement of the Red Cliff Tribe’s Zoning Ordinance as defined in Chapter 37 – Red Cliff Code of Laws under the direction of the Zoning Administrator. In collaboration with the Zoning Administrator, the Zoning/GIS Manager is responsible for development, maintenance, and execution of the Zoning Office Policy and Procedures Manual. They will be required to organize, attend and participate in all Project Application and Compliance (PAC) Team meetings, and represent the Tribe’s interests with respect to Zoning and Land-Use at Red Cliff Tribal Council Meetings, Bayfield County Board meetings, and Town of Russell Board meetings. GIS responsibilities require overseeing a centralized GIS data management system for Tribal Government. The Zoning Manager will develop and oversee Tribal-wide GIS including but not limited to developing policies and procedures and data standards. The Zoning Manager will synthesize complex economic, geographic, environmental, cultural, and legal information to make land use permit decisions in accordance with the Red Cliff Land Use Ordinance. Successful candidate will possess strong written and oral communication skills, organizational skills, and ability to work well under pressure and meet deadlines.

Duties:

Zoning Manager Duties:

  • Attend all Red Cliff PAC meetings in accordance with Ch. 37 RCCL.
  • Coordinate with Legal Department and appropriate Government Divisions and Departments in developing and refining Red Cliff Land Use Codes and Policies.
  • Consult/cooperate with the PAC Team to update land-use plan and zoning map/ordinance as needed.
  • Serve as public point of contact for the PAC Team regarding land use matters. Post public notices relevant to land-use, zoning and enforcement.
  • Coordinate with Legal Department and Tribal Historic Preservation Office related to development, land lease permits, and land-use variance permits.
  • Maintain and update PAC Policies and Procedures Manual consistent with the Red Cliff Code of Law.
  • Communicate regularly with members of the public and staff to explain rules and procedures.
  • Enforce Zoning Ordinances identified in the Red Cliff Code of Law in cooperation with Tribal Law Enforcement Department and Legal Department.
  • Issue land-use permits in accordance with the ed Cliff Code of Law.
  • Present testimony and other evidence to Tribal Court related to injunctions and prosecutions of violations of the Red Cliff Land Use Ordinance.

GIS Duties:

  • Develop GIS Policies and Procedures.
  • Design and implement organization-wide GIS Standards.
  • Develop, implement, coordinate and maintain internal technical standards and coordinate activities with the Red Cliff IT Department.
  • Recommend capital and operation outlays, develop and track GIS-related budgets.
  • Obtain and manage necessary GIS resources.
  • Coordinate GIS-related activities with user departments.
  • Develop, maintain and update GIS databases.
  • Conduct and oversee spatial data development needed for land use planning and management.
  • Serve as the Organization’s point of contact on GIS matters.
  • Perform regular updates and maintains data integrity.
  • Design and produce maps requested by Tribal Administration.
  • Implement web-based mapping applications to improve information dissemination and data collection among Tribal Government Departments.

Qualifications:

  • Minimum of a bachelor’s degree required in land use planning, urban planning, geography, environmental science, GIS, or related field. Master’s Degree in field; preferred.
  • Excellent computer skills, proficiency in Microsoft Office Suite, and ESRI, ArcGIS applications are a must.
  • Demonstrated commitment to planning ethics and environmental protection.
  • Ability in reviewing permit applications and plans and apply provisions of ordinances and other rules to determine compliance.
  • Demonstrated ability in applying ordinances and other rules to field conditions.
  • Ability to create graphic designs, maps, land use management strategies and plans.
  • Must possess excellent investigative and technical analysis skills
  • Ability to plan, organize and schedule priorities efficiently and effectively as a team under conditions that can be stressful.
  • Skill in establishing and maintaining cooperative relationships with Tribal, State, Federal and Local Governmental Agencies.
  • Ability to work cooperatively with a team and individually with minimal supervision is required.
  • Well-developed interpersonal and creative problem-solving skills are required. Must be tactful, able to facilitate groups, and work with a wide variety of personalities demonstrating objectivity, respect, courtesy and patience.
  • Excellent research skills and attention to detail.
  • Must pass a background security check.
  • Must have a valid driver’s license, vehicle and appropriate vehicle coverage and maintain driver’s eligibility as a condition of employment. Be eligible to be put on the tribe’s vehicle insurance policy.
