Job Summary:

Geographic Information Systems (GIS) is seeking a Business Analyst/Product Owner to manage and grow Hennepin’s portfolio of GIS products. This position will team up with business units to understand and interpret their business goals, identifying new opportunities, and collaborate with technical teams to build solutions that deliver value to residents. The ideal candidate will act as a key liaison between business lines and GIS technical teams and engage with all levels of the organization.

Duties:

  • Manage diverse portfolio of business line and enterprise COTS and custom GIS applications and solutions.
  • Collaborate with business units to gather, document, and analyze business needs and requirements as it relates to GIS software and applications.
  • Assist with GIS program strategic planning and return on investment analysis.
  • Manage portfolio of business line, enterprise and regional projects.
  • Create and manage product testing and release plans.

Qualifications:

Required

One of the following:

  • Master’s degree or higher in information technology.
  • Bachelor’s degree in a technology field and two or more years of information technology experience.
  • Two-year college/vocational technical degree in a technology field or an approved IT certificate and two or more years of information technology experience.
  • Completion of five or more college/vocational technology courses and two or more years of information technology experience.
  • Completion of approved IT Hennepin County internship and two or more years of information technology experience.
  • Five or more years of information technology experience.

Preferred

  • Experience:
    • Monitoring product performance and measuring return on investment.
    • Analyzing customer feedback, user research, and performance data to guide product development.
    • Developing and maintaining relationships.
  • Knowledge of:
    • ESRI ArcGIS suite of products.
    • GIS industry and emerging technology trends.
    • Business analysis, project management and strategic planning principles and techniques.
    • Agile methodology approaches.
  • Advanced analytical and problem solving skills.
  • Ability to
    • Analyze and interpret complex business workflows.
    • Understand and apply geospatial capabilities.
    • Work both independently and on a collaborative team.
    • Interact effectively at all levels within an organization.
    • Communicate effectively both verbally and in writing.
