Job Summary:
Under the direction of the Public Works Director, administers the Survey division within Public Works; develops standards, controls, and policies necessary to administer various programs and services. This position serves as the appointed County Surveyor for Washington County responsible for all statutory responsibilities required by State of Minnesota for the Public Land Survey System.
Duties:
- Analyzes, evaluates, modifies, and approves procedures for the Survey division of the Public Works Department. Determines the nature and extent of technical and support services required to accomplish the departmental needs. Recommends departmental goals and objectives to the Director. Determines division standards and operating practices. Remains current on legislative changes.
- Determines and documents staff needs, directs and supervises personnel engaged in or responsible for the operation of the division. Provides assignment of personnel to complete work tasks and projects. Evokes disciplinary action of division’s personnel; responds to grievances as part of the Grievance Procedures, suspends or discharges and performs other work related to personnel issues; develops and approves training programs.
- Provides guidance and interpretation of policies and regulations; ensures compliance with federal, state, and local standards. Ensures tasks lead to accomplishing goals and objectives.
- Continuously analyze, evaluate, and recommend management and administrative systems and equipment to enhance and streamline systems operation, e.g., technology planning, computerization, work flow analysis, project management systems, etc.
- Projects expenditures, prepares and proposes divisional budget for Director’s approval; monitors expenses and revenue. Recommends procedure in which revenue may be maximized.
- Collaborates with other County departments, federal, state, and local agencies or organizations and public to assess service needs and recommend legislative changes. Meets with governmental units or agencies and public to explain departmental programs, projects, resolve problems, and obtain necessary approvals.
- Serves as acting department head as assigned. Responds to officials and elected officials in matters pertaining to the Department. Acts to resolve public complaints pertaining to the area of responsibility and develop successful solutions.
- Conducts all responsibilities of the County Surveyor, including development of work plans and strategies for accomplishing statutory surveyor responsibilities and executing necessary activities for county geographic information system parcel base mapping and system maintenance.
- Apply principals of evidence, law and land surveying in making land boundary location determinations.
- Performs other duties as assigned
Qualifications:
Bachelor’s degree in land surveying, civil engineering or related field and five years of related experience or approved two-year course in land surveying from an accredited college or technical institute and seven years of related experience. Supervisory experience in the areas of land surveying (including plat review and/or preparation and perpetuation of the United States Public Land Survey System), or an equivalent combination of training and experience. Experience in geographic information systems (GIS) is desirable. Progressively responsible management experience including supervisory, administrative, and fiscal responsibilities. License: Possession of a current license to practice Land Surveying issued by the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design.
