Job Summary:

To perform high level technical and administrative functions in support of Geographic Information Systems (GIS) and engineering design software for surface water resources and sewer utility systems.

There are two vacancies within Public Works, Surface Water & Sewers Division.  Both vacancies are located at City of Lakes, 309 2nd Avenue South in Minneapolis.  One vacancy supports the Planning and Design Group and the and the other supports the Water Resources Regulatory Group.  The job duties outlined below are a general description, but specific duties may vary by assignment.

Duties:

  • Develop and maintain GIS databases for team projects.
  • Create and update GIS data sets.
  • Develop and publish ArcGIS maps and online content for a variety of end users to include field associates, policy makers, engineers, and residents.
  • Analyze, query, and prepare reports from GIS data.
  • Develop and document data sources and work processes.
  • Ensure consistency across all data sources and work processes.
  • Coordinate digitizing of City owned utilities to facilitate creating a computer-based modeling system.
  • Participate in writing, maintaining, and documenting computer scripts and work processes.
  • Work collaboratively in a cross-functional team.
  • Deliver customer service to internal and external customers through multiple channels inclusive of email, telephone and face-to-face with attention to detail in documenting outcomes from customer engagements.
  • Work with Utility Billing database to process account requests and changes.
  • Support division-wide cost and revenue recovery program initiatives.

Qualifications:

Minimum Education:

  • Associate Degree in Geographic Information Systems, Drafting, Engineering Technology, or Surveying with considerable course work in computer programming or related field or equivalent combination of education and experience.

Minimum Experience: 

  • Three years of related experience.

Equivalency: 

  • An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Knowledge, Skills & Abilities:

  • Knowledge and ability to use ESRI ArcGIS platform and associated applications for data collection, retrieval, analysis, and reporting.
  • Knowledge of cartography and geography concepts.
  • Knowledge of relational databases and query language.
  • Strong problem-solving skills and team player.
  • Proficiency in utilizing computer programming languages such as Python and Visual Basic.
  • Good verbal and written communication skills.
  • Excellent customer service skills.
