Job Summary:

This position oversees the county land records modernization program, develops the county Land Records Modernization Plan, implements land record projects and provides support to the County Surveyor.  Promote the land records modernization program and design, develop, acquire, implement, manage, and support Geographic Information System (GIS) databases and mapping applications.

Duties:

Essential Functions

  • Report and develop the county Land Records Modernization Plan. Coordinate modernization projects with county departments, along with local, state and federal governmental agencies.
  • Manage GIS software and equipment (GPS, plotter, computers) to insure proper licensing, performance and inventory.
  • Prepare monthly reports for the County Board and committees, and coordinate and participate in meetings of the Wood County Land Information Council.
  • Create, maintain and update GIS data layers such as Parcels, Public Land Survey System (PLSS) and addresses.
  • Research legal documents (deeds, plats and surveyor records) to ensure accurate mapping of property descriptions, municipal boundaries and road rights-of-way.
  • Conduct fieldwork using a GPS or other data collection methods to accurately map features such as park facilities and recreation trails.
  • Maintain existing internet mapping applications and provide support and training to website users.
  • Develop enhancements to internet applications that increase data access and improve functionality.
  • Fulfill data and map requests for other departments and the general public.
  • Provide custom mapping and GIS solutions.
  • Provide support and technical training to County GIS users and citizens.
  • Prepare annual budget and grant applications.
  • Work with the County Land Surveyor to maintain the County Public Land Survey System (PLSS).
  • Perform quality control of acquired data like aerial photography and survey coordinates.

Other Job Duties

  • Responsible to know and practice the Safety policies of the County.  Perform all job tasks in a safe and prescribed manner.
  • Create or assist in the creation of hard copy map products for local organizations like the Wood County 4-H Plat Book and the Wood County Snowmobile Alliance Official Trails Map.
  • Participate on the Land Information Council which has oversight of the Land Records Modernization Program.
  • Create and provide reports to the Conservation Education and Economic Development (CEED) committee.
  • Any other duties as may be assigned.

Qualifications:

A Bachelor’s Degree in in Geography, Surveying or Computer Information Systems or a related field. A minimum of 3 – 5 years progressive professional GIS experience preferred.  Strong communication and public speaking skills. Technical writing skills, an understanding of emerging technology and a strong technical aptitude.  Experience in the Public Land Survey System and general surveying knowledge. Thorough understanding of ESRI ArcGIS Desktop 10 for map production and data editing using coordinate geometry.  Experience with ESRI ArcGIS Server and ArcSDE database installation and implementation. Familiarity with computer programming languages such as Python, JavaScript, HTML, and MXML/Actionscript (Flex).

Must have a valid Wisconsin motor vehicle operator’s license.  Basic, everyday living skills are needed, as is the ability to understand and follow oral and written directions.  Reading, writing, adding, and subtracting is needed to read and maintain landowner files, prepare program budgets.
