Job Summary:
As the GIS Coordinator you will provide the overall administration and leadership for the design, development and accountability of enterprise level Geographic Information Systems (GIS) databases and applications for the agency, its partners and the general public. This position is instrumental in the overall development of GIS components and applications for use in enterprise level tools and products. You will develop functional GIS databases and services on more than one platform (SQL and Oracle). You will also administer agency enterprise level GIS software and licenses, K12 GIS enterprise level GIS software and licenses and set GIS policies and standards within the agency. You will also represent MNIT Education with MnGeo and other statewide GIS groups.
Qualifications:
Required
This position requires a minimum of four (4) years of experience in performing advanced IT Geographic Information Systems concepts, analysis, design, development, and support using geographic data sources, geo-referencing approaches, and complex GIS data structures.
.Experience must include:
- Advanced GIS concepts and techniques including spatial analysis techniques.
- Esri ArcGIS software and other GIS software such as ArcGIS Desktop Suite, ArcGIS Server Suite, Esri Spatial Database Engine (SDE) and ArcGIS Online (AGO).
- Customized application development using object-oriented programming and scripting languages such as Python and Javascript.
- Markup and schema languages such as HTML and XML.
- Relational Database management systems, such as SQL and Oracle
A Master’s degree in Information Technology or a related field substitutes for three years of experience, OR related Bachelor’s degree substitutes for two years, OR related Associate’s substitutes for one year.
Preferred
- Concepts of cartography, including map design, coordinate systems, projections, scale, map classification schemes and resolution.
- Statistical analysis techniques and quantitative geographic analysis methods.
- Database design and management approaches and techniques.
- Statistical analysis techniques and quantitative geographic analysis methods.
- Communication and interpersonal skills are essential to communication and project delivery.
- Public presentation skills, sufficient to represent MNIT Education capabilities to a wide audience of diverse professionals, technical staff and school districts and their teachers.
- Project management and group facilitation skills sufficient to lead meetings.
- Ability to interpret internal and external client needs and the translation of those needs into data collection and application development work plans and projects.
- Analysis, conversion and synthesis of a wide range of complex data types.
- Ability to assist MNIT Education employees in incorporating GIS applications, as well as solving technical problems.
- Ability to write clear, concise reports, promotional material, and documentation.
