Position Summary:
The person in this position will be responsible for the overall management of Wisconsin’s Floodplain Mapping projects funded by Federal Emergency Management Agency (FEMA) Cooperating Technical Partner grants, in cooperation with the Section Chief and Lead Floodplain Engineer. This person will coordinate Geographic Information Systems (GIS) staff assignments, track project schedules, manage budgets, and coordinate grant application materials.
Additionally, this person will develop appropriate systems to allow for automation of all aspects of map production and reporting responsible for ensuring compliance with FEMA’s automated floodplain mapping process through appropriate management of existing and new databases and by serving as the custodian/steward of relevant information. Management of all GIS related aspects of cooperative floodplain mapping effort with FEMA that is needed to develop Wisconsin specific flood maps is required. This includes preparation, submittal and management of detailed federal project grants related to digital map production. The position will also serve as a project manager for assigned projects.

Qualifications: Required skills for this position include experience with:
– Developing, installing, and/or maintaining GIS systems for map production and using ARC GIS 10.x
– Developing and interpreting mapping guidance and standards
– Project management (e.g. organization of a team, scheduling, progress tracking, project completion, etc.)
Best qualified candidates will also have the following preferred skills:
– Experience utilizing FEMA’s Mapping Information Platform (MIP)
– Experience analyzing and interpreting NR116 or CFR44
– Experience with federal grant procurement
– GIS Certification
– Certified Floodplain Manager (CFM)
