The purpose of this position is to manage and advance implementation of the Village’s Geographic Information System, including coordination of GIS and User department staff, to provide technical support to the end users, fulfill user request and perform end user training.  The work is performed under the direction of the Director of Information Technology.

Essential Duties and Responsibilities

  • Plan, direct, and participate in the acquisition, installation, administration, and operation of the Village’s geographical information system (GIS); oversee software release installs and updates.
  • Coordinate, train, and instruct staff in the operation of the geographical information system (GIS).
  • Oversee and participate in providing graphic services including preparation, layout, and design of a variety of reports, displays, literature, maps and computer graphics: ensure the accuracy and completeness of digital GIS maps and database.
  • Supervise the use, care and operation of GIS Equipment.
  • Verify the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.
  • Serve as project lead for special GIS Projects including the planning, system integration, database development, implantation and application development; meet with various GIS users and Information Services management to plan and discuss system requirements; provide project status updates as needed.
  • Serve as system administrator for GIS ensuring the application software and hardware operates efficiently and meets the Village’s need for information technology; update layers as changes occur.
  • Integrate GIS with other computer applications; meet with users and review request; develop and tailor applications to meet user needs; prepare documentation.
  • Oversee the design and development of all databases associated with GIS base map including relational databases; develop standers and strategies for maintaining database security.
  • Plan and develop Village-wide user training for GIS; develop policies and procedures for users and output requirements for GIS services.
  • Coordinate the design and development of user-specific GIS databases; configure systems operational functions; prepare reports as necessary.
  • Research and investigate geographical information system industry techniques and products; evaluate and recommend GIS software and hardware systems.
  • Coordinate with software and hardware vendors as well as service consultants on planning issues, price quotes, problem reporting, and contracts.
  • Coordinate GIS activities with other staff, the public and private agencies as needed.
  • Represent the Village’s GIS interest to various governmental and professional GIS related agencies and to the community as needed
  • Attend and participate in professional group meetings, seminars, and training to stay well-informed of new trends and innovation in the field of GIS technology.

Additional duties and responsibilities:

  • Assist the Information Technology Department as needed.
  • Work occasional nights and weekends.
  • Attend job related meetings
  • Performs other related functions as assigned or required.

Minimum Requirements (Knowledge, Skills and Abilities)

  • Equivalent to a Bachelor’s degree in Geographic Information Systems, Geography, Computer Science, Civil Engineering or other related discipline.
  • Four years of experience using the ESRI suite of GIS software including ArcGIS Desktop and its related extension, ArcGIS Enterprise, and relational databases.
  • Comprehensive knowledge of Personal Computers concepts, Microsoft Windows, Microsoft Office Suite, Web Browsers and Troubleshooting techniques.
  • Experience in project management.
  • Good communication skills, verbal and written.
  • Ability to perform addition, subtraction, multiplication and division; and to calculate percentages and decimals.
  • Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
