Essential Duties and Responsibilities:
- Performs planning, construction and ongoing maintenance of the County’s Geographic Information System (GIS).
- Uses GIS principles and methods for the construction, production and ongoing maintenance of various databases, including standardized input method, naming conventions, file characteristics and organization, and symbology and map notations;
- Understands surveying principals and techniques necessary to research property ownership records, interpret legal descriptions, and make educated decisions in order to construct parcels using Coordinate Geometry (COGO) Tools in ESRI and/or Autodesk software for the purpose of land records management;
- Develops applications and performs custom programming using scripting languages such as Action Script, Arc Objects, Python, VB, VB.NET, RUBY, JAVA, JSCRIPT, HTML, and XML to streamline data delivery efforts and GIS processes through modeling;
- Integrates and interpolates data between GIS and CAD environments while maintaining data accuracy and integrity;
- Assists County departments and local agencies in developing, maintaining, and analyzing address and emergency response related data in compliance with E911, Land Records, and GIS
- Standards and in implementing data into the Public Safety Answering Point (911) software;
- Applies geo-coding, photogrammetric, and spatial analysis techniques to provide analytical mapping support for County departments and community organizations;
- Applies cartographic techniques to create maps and interactive map layers for use by County agencies, community organizations and the general public;
- Remains current with GIS technological developments and advancements.
- Performs general administrative duties.
- Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
- Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
- Performs other duties and activities as assigned.
Minimum Qualifications:
The job requires a Bachelor’s degree in GIS, Geography, or a closely related field; or, a two-year degree or certificate in GIS and two years of related work experience.
Knowledge, skills and ability include:
• Knowledge of the principles, practices, methods and techniques used in GIS and land surveying, including national mapping standards (PLSS, USNG, NENA, etc) and their use;
• Knowledge of computer graphics systems, including operations and capabilities, and other computer software programs associated with land surveying and GIS, including GIS-CAD integration;
• Knowledge of applied mathematics;
• Knowledge of property descriptions, legal documents and public records;
• Knowledge of county government work flows and processes;
• Ability to plan, organize and manipulate computer files;
• Ability to analyze and solve problems encountered with computer operations;
• Attention to detail and ability to effectively organize time and anticipate, plan and successfully respond to changing circumstances;
• Verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences;
• Reading comprehension skills sufficient to understand and interpret legal descriptions survey records and maps;
• Interpersonal skills sufficient to exchange and or convey information, receive work direction, and maintain effective working relationships.
