This position performs a wide variety of civil engineering work in the planning, design, and construction of a variety of projects related to public infrastructure.  These projects and activities primarily include engineering tasks related to the City’s streets, sidewalks, water system (treatment, storage and distribution), wastewater system (collection, treatment, and disposal), and storm sewer system.  Special projects related to the City’s parks, trail networks, water quality initiatives, private development, buildings, grounds, landscaping may also be assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties described below are indicative of what the Engineering Technician will be required to perform.  Although most tasks will be completed under the supervision of the Director of Public Works, the Engineering Technician is expected to work and complete task independently.  Other duties may be assigned.

Tasks routinely performed:

  • Depending on the complexity of the project, independently or collaboratively develops technical  contract packages and other types of bid documents for public works projects, including:
    1. Collection of survey data, including topographic information and data related to existing facilities
    2. Develops basic cost estimates for project activities, including the coordination of bid items and quantities with City and/or WI DOT standard specifications
    3. Drafts construction plans in accordance with various industry standards
    4. Develops project specifications and coordinates City requirements for contracts
    5. Administers procurement processes in accordance with City and State of Wisconsin requirements
  • Monitor contractors, sub-contractors and developers through all phases of construction to insure compliance with all project plans, specification, City standards and municipal code requirements including:
  1. Observation and evaluation of construction practices
  2. Maintain detailed documentation of construction progress and inspection records
  3. Prepare various reports on daily operations and activities related to projects
  4. Coordinate and facilitate construction meetings between City staff, contractors and other stakeholders
  5. Monitors project costs, identifies potential cost increases and alternatives solutions.
  • Assists the Director of Public Works in the development, planning, and funding of capital projects :
  1. Assesses needs related to public infrastructure, including the evaluation of pavement, water system, sanitary sewer, and storm sewer condition, capacity, and performance
  2. Develops planning and construction level cost estimates
  3. Identifies and assists in the completion of grant applications, including but not limited to WI DOT, WI DNR, HUD, and other funding sources
  4. Delivery of special projects related to building facilities and parks, as needed
  • Collection of data necessary for the development of as-built drawings and/or coordinates receipt of information with contractors for integration into City files and GIS records
  • Assists administrative staff with various information and report necessary for financial reporting associated with public works infrastructure
  • Coordinates various public works activities with regulatory agencies in order to obtain and ensure compliance with various permits and best practices
  • Infrequent travel will be offered and at times will be expected for continued education and training.
