Position Summary:
Under the supervision of the Data & GIS Manager/LIO, the GIS Analyst is responsible for maintaining a variety of spatial datasets, as well as performing analysis, creating applications and generating maps that best serve the needs of Washington County Departments.
Duties/Responsibilities:
- Updates GIS data including, but not limited to, cadastral, road centerlines, address points, planning layers and shoreland zoning.
- Creates and maintains metadata, procedure manuals and other data and process documentation.
- Performs queries and analyzes spatial data to answer complex questions facing Washington County departments.
- Automates processes and workflows using scripts, batch files, models, etc… that increase efficiency and accuracy of data.
- Creates, edits and maintains applications developed with ArcGIS Online and ArcGIS Enterprise.
- Uses appropriate cartographic techniques when creating applications and maps to accurately portray data in an understandable and aesthetically pleasing way.
- Works with department personnel in assessing their geospatial data and needs. Evaluates and recommends possible solutions for meeting those needs.
- Coordinates address and general zoning data updates with Cities, Villages and Towns.
- Fulfills a variety of data requests including federal, state and regional data collection efforts.
- Assists with technical support to other county users of the GIS, including troubleshooting problems with hardware and software and providing demonstrations.
- Participates in the continual growth and development of the County’s GIS.
- Attends conferences, seminars and technical training to maintain competency in the software and hardware used in the County’s GIS. Presents at user meetings and conferences to showcase the County’s GIS related accomplishments and share its GIS related experience.
Qualifications:
- Bachelor’s degree in geography, geographic information systems, planning, computer science or a closely related field OR Associate’s degree with two years’ experience working with maps and drafting of parcels from property legal descriptions.
Essential Knowledge and Abilities:
Proficient with ArcGIS Professional and ArcGIS Online. Knowledge of drafting from property legal descriptions, metes and bounds descriptions, and the deeding process. Ability to communicate effectively orally and in writing and interact effectively with other co‑workers, other departments and the general public. Working knowledge of databases, spreadsheets and word processing software. Able to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands (concentration, conceptualization, memorization).
The preferred candidate would have experience with:
- ArcGIS Professional parcel fabric data model
- ArcGIS Enterprise
- Python, ArcPy and/or Arcade
- Microsoft SQL Server
