Lead Developer

Job Summary

This position will serve as the lead developer and technical lead responsible for supporting the agency’s custom developed applications. This position works with systems architect to design and implement large complex systems supporting web-based programs, business practices, and process automation. This position will be required to lead other IT professionals in development efforts. Application developers in this position are required to work with agency management to analyze business processes and suggest and design automation procedures to make the work of the agency more efficient.

Responsibilities include:

• Lead developer: Serve as the lead developer and expert providing leadership and oversight of geospatial applications, databases, services, development and support. Operating at the senior level, the incumbent is responsible for advanced system design and technology implementations and lead in utilization of new technology for application development and hosting. The incumbent leads a development team when required to complete assigned efforts. The incumbent needs an understanding of geospatial data and applications.
• Custom application development and database programming and development support: The incumbent will design and implement computer systems and programs to deploy and run within the agency’s environment. The incumbent will create, test, debug, and deploy applications and databases and support other development teams by performing advanced application development tasks. Large programs and systems may require architectural oversight.
• This position serves as a lead worker to other staff in MnGeo.

Minimum Qualifications:

This position requires a minimum of five (5) years of application development experience.

Experience must include:

• Demonstrated hands-on experience performing full stack development in technologies such as: Angular 7+, ASP.NET Core 3.1 SPA, Web API, Entity Framework, and Identity Framework
• Experience developing single page applications with Angular 2+
• Experience developing applications with ASP.NET MVC, C#, Web API, Entity Framework, LINQ, Node.js and NPM
• Experience developing transactional applications using Relationship Database Management Systems such as PostgreSQL, Oracle or MS SQL Server
• Agile development principles and practices
• Knowledge and understanding of Web Content Accessibility Guidelines
• Hands on experience with automated end-to-end testing frameworks such as Cypress, Protractor or Jasmine
• Experience developing transactional web applications requiring authentication and authorization
• Demonstrated leadership and coaching/mentoring skills

*A Master’s degree in Information Technology or a related field substitutes for three years of experience, OR a related Bachelor’s degree substitutes for two years, OR a related Associate’s substitutes for one year.

Preferred Qualifications:

• Five (5) or more years in: REST API development (WebAPI, Swagger), React, Vue.js, Bootstrap, CSS3, HTML5, and JavaScript
• Project management experience
• Ability to lead GIS staff in completing major projects, developing enterprise solutions and solving technical problems
• Knowledge and understanding of GIS data and applications
• Experience developing SQL for PostgreSQL
• Excellent problem-solving and analytical skills
• Strong written and verbal communication skills
• Expertise in computer software design and technical architecture concepts; in-depth knowledge and experience developing complex software applications.
• Knowledge of Azure, Amazon Web Services (AWS), or other cloud providers
• Experience developing applications using single-page application design and responsive layouts
• Experience developing applications that meet WebCAG 2.0 AA compliance requirements
