Land Description Analyst / GIS Technician
Basic Function
To conduct property transfers, to edit and maintain maps, to assign property identification numbers for all new tax parcels in Racine County outside the City of Racine, to provide customer services which call for judgment, and to perform other Register of Deeds functions.
Essential Duties
- Conduct all ownership changes (except the City of Racine).
- Assign new tax parcel numbers.
- Research, compute and interpret legal descriptions to determine accurate boundary and taxation lines.
- Check parcel identification numbers and legal descriptions on land related documents recorded with the Register of Deeds.
- Assist the public or government offices in providing information related to the maps, files, and data maintained by the office.
- Organize and help maintain records acquired through mapping process.
- Assist Supervisor in various job-related tasks.
- Create and maintain special projects using GIS software.
- Plot legal descriptions from recorded deeds to determine gaps/overlaps on the property division maps.
- Record, scan and file all surveys filed with the office.
- Assist customers with property related questions.
- Interact with co-workers and other departments on special projects.
Qualifications
- High School Diploma or GED (Bachelor’s Degree Preferred).
- At least two years’ experience working with mapping software.
- Prompt and regular attendance.
Knowledge Skills & Abilities
- Knowledge of real estate transfers, map reading and editing, legal descriptions, and vital records preferred.
- Proper skills to use specific computer software programs effectively such as ArcGIS online, ArcPro, ArcMap, Ascent Land Records.
- Ability to follow oral and written instructions.
- Ability to communicate effectively.
