GIS Administrator:
This position is responsible for the management, design and implementation of the City-wide Geographic Information Systems; program and coordinate the City GIS Enterprise environment.
Essential Duties & Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
• Install and maintain the City GIS enterprise software, geo-database, and environment. Install and test upgrades of software to assure compliance with the City’s infrastructure. Develop and maintain City metadata standards and system documentation for GIS. Prepare and maintain GIS data, documentation and metadata for the GIS enterprise environment. (45%)
• Conduct and/or coordinate GIS training and users’ groups meetings. Coordinate GIS staff to effectively develop and maintain GIS data, maps, application, and integrations for all departments. Develop and maintain quality assurance processes for appropriate data evaluation and posting by various departments. (25%)
• Work with City departments and other agencies in the development of specialized mapping requests or data analysis. Facilitate the integration of various departments’ records into the City’s enterprise GIS software. (20%)
• Provide support for designated public safety team and emergency operations center, as necessary. Coordinate data collaboration with other authorized governmental agencies. (10%)
• Perform other duties as assigned.
Education and Experience:
• Bachelor’s Degree in GIS, Geography, Surveying, Planning, or other directly related area.
• Minimum of five (5) years of related experience in GIS applications and technology.
• Minimum of two (2) years of practical application of Environmental Systems Research Institute, Inc. (ESRI) enterprise software.
• Minimum of one (1) year of practical application of Safe Software FME
• GISP experience is preferred
Necessary Knowledge, Skills and Abilities:
• Thorough knowledge of office terminology and GIS practices and procedures.
• The ability to read and interpret complex legal descriptions and land records.
• Thorough knowledge of land records modernization and information technology implementation.
• Thorough knowledge of Microsoft Windows environment and networking, ESRI GIS software, Safe Software FME, Microsoft Office, Python and mobile devices, and other relevant computer information systems.
• Ability to read, analyze, and interpret technical data and information, and the ability to effectively relay the same information to management, users, and the public.
• Ability to communicate clearly both orally and in writing.
• Ability to work with mathematical concepts, such as statistical inference, fundamentals of plane and solid geometry, and the application of algebraic and trigonometric functions.
• Ability to apply concepts, such as fractions, percentages, ratios, and proportions, to practical situations.
• Ability to classify, compute, tabulate, and categorize data.
• Ability to utilize a variety of advisory and design data and information, such as land records, maps, statistical data, utility plans, engineering plan/profile sheets, and computer documentation.
