Description
Grant County’s Conservation, Sanitation, and Zoning Department is recruiting for a Geographic Information Systems (GIS) Specialist. This position coordinates with county departments to develop geospatial datasets that can be implemented in the countywide GIS and that meet the goals of the Wisconsin Land Information Program. In addition, this position will provide technical mapping services for the county, and serves on the Land Information Council to collaborate with other County departments to maintain Grant County land information.
Essential Functions
- Interact with the public, county, municipal, and state agencies
- Update maps and records to record changes in the division of property, and to digitally represent certified surveys, plats, subdivision of land, and the location of roads and streets
- Prepare, file, and maintain master and copies of maps, drawings, and other related records
- Provide support for cartographic design and high quality mapping
- Handle all data and mapping requests from other agencies and the public as needed
- Prepare specialized datasets and mapping products
- Assist public and other parties in data location
- Undertake data analysis and data conversion
- Calculate special project estimates, coordinate project work, and administer billing
- Guide policy making regarding GIS matters and develop Geographic Information System standards
- Implement project management where appropriate regarding changes to the County’s GIS operations
- Develop, maintain and coordinate database development activities with IT Department including; coordinating the acquisition and distribution of new spatial data and supervise the integration of this data into the County’s GIS database
- Develop, test, document, and certify applications, programs, and systems functionality
- Develop solutions for inter-departmental GIS use and provide technical expertise, training and support to users
- Oversee GIS applications development, hardware and software acquisition, licensing requirements, add-ons/extension management, and third-party services
- Draft, review, present, and distribute RFP/RFT/RFQs, oversee contract development, and monitor progress and confirm deliverables satisfy contract terms
- Operate GIS hardware and software, including developing and/or modifying applications software and/or related sub-system applications software, webapp development, and IIS configuration
- Works with and provides support to all county offices to meet GIS needs. This includes but is not limited to:
- Property Lister
- Zoning-Addressing, POWTS maintenance, permitting/applications, zoning updates
- Sheriff & Emergency Management: E911 Dispatch Layers, address points, and other datasets
- Highway: Assist with sign inventory and asset management, roadway easements
- County Clerk: Census Updates, supervisory districts, Legislative Reference Bureau updates, voter turnout/polling information and results
- District Attorney: Provide maps for use in trials
- Information Technology; Mapping county assets
- Serve as the point of contact on GIS matters, collaborate with outside GIS organizations and attend meetings of local user groups
- Serve on the Land Information Council and report activities to the Land Information Council regularly
Knowledge, Skills, & Abilities
- Knowledge of cartographic methods and principles including the ability to read and interpret legal land descriptions and draw maps
- Knowledge of survey functions
- Knowledge of GIS, GIS Concepts, available technologies, applications, data models, topological structures including projections and transformations
- Knowledge of network systems operation, HTML, Python, SQL, and other programming/automation languages
- Knowledge of and ability to operate licensed and open-sourced GIS Software
- Skill and ability to interpret and follow oral and written instructions
- Project management and organizational skills
- Knowledge of applicable State Statutes and County Ordinances
- Knowledge of database administration, maintenance, and data interoperability
- Ability to prioritize, multi-task, and to do long term planning and project development
- Ability to interact effectively, verbally (and in writing) with the public, public officials, state and local department representatives, public and private offices, and their staff
- Ability to write, review, and submit grant applications and complete associated project work
Minimum Qualifications
Education:
- Associates degree in Geography, Geographic Information Systems (GIS), Cartography, or related field. Bachelor’s degree preferred.
Experience:
- Two years’ experience in GIS and cartographic functions
Survey experience desired
