Position Summary

The City of New Richmond is accepting applications for a planner to help support our residents and businesses through planning and permitting processes, and guide the future development of our growing community. We are seeking a professional, team-oriented individual with a high
level of accountability and attention to detail and a passion for public service. This position allows you to interact with a variety of departments within the City.

The Planner will coordinate short-term and long-term planning for the City of New Richmond and implement the City of New Richmond’s Comprehensive Plan. They will administer the City’s zoning ordinance, subdivision regulations, and site plan and design provisions, as well as support efforts and initiatives related to future land use, growth, annexation, transportation, parks and recreation, and capital improvements planning.

Essential Functions

  • Review and prepare updates as needed to the City’s comprehensive plan, zoning ordinance, and subdivision ordinance.
  •  Review applications for certified survey maps, annexations, preliminary and final plats, site plan/stormwater, rezoning, conditional use permits, and variances, and prepare and present detailed reports to the Plan Commission and City Council.
  • Work with other City departments on how development issues affect land use, public utilities, public facilities and services, recreation, and transportation systems.
  •  Collect a variety of statistical data and prepare reports and maps on topics such as census information, land use, tax base data, and new construction.
  • Act as liaison between local neighborhoods, City staff, other government agencies, developers, contractors, and elected officials.
  • Conduct extensive research in specific or general project areas.
  •  Provide technical expertise, training, and support to Community Development and Public Works staff.
  • Assists in resolving citizen and customer issues.
  •  Identifies community problems, issues, and opportunities in particular neighborhoods that could be mitigated through better community planning.
  • Prepare for and attend various committee and board meetings including City Council, Plan Commission, Park Board, Historic Preservation Committee, and others as directed. Provide staff support to the same, including work plan development, agenda packets, research and report writing, legislative analysis, and special projects.
  • Assist with intergovernmental cooperative planning efforts.
  •  Develop small area studies and plans for specific neighborhoods, corridors, parks, and trails in support of the Public Works and Community Development departments.
  • Seek, prepare applications, and administer grant awards that support future community growth, economic development, and quality of life.
  • Prepare memoranda, reports, and other documents for a range of audiences and present recommendations to policy making bodies.
  •  Keep immediate supervisor and designated others fully and accurately informed of work progress, including potential issues and suggestions for new or improved methods.

Knowledge:
Thorough knowledge of planning principles and practices. Knowledge of principles, methodology, practices and research and data collection. Knowledge of community remediation and redevelopment, and of relevant State and Federal programs. Statistical knowledge and ability to apply such knowledge in practical situations. Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, ESRI ArcGIS, Adobe Acrobat, and Adobe Illustrator.

Skills:
High degree of oral communication and interpersonal skills to present research findings to various boards and committees. Creative problem-solving skills to gather relevant information to solve less well-defined practical problems.

Abilities:
Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions. Ability to work on several projects or issues simultaneously. Ability to attend to details while keeping big-picture goals in mind.
