Position Summary
We are seeking a candidate who demonstrates leadership and expertise in all aspects of agency GIS solution design, platform implementation and administration, and solution development projects with department-wide impact. This position works within teams to identify appropriate GIS solution architectures and web, mobile, cloud, server, and/or software-as-a-service (SaaS) platforms for agency GIS solutions. This position supports agency GIS web services, agency GIS systems and applications, agency GIS data repositories, and related GIS tools, technologies, and methodologies to support agency program needs. This position ensures agency GIS solutions comply with agency and enterprise IT architectures, methodologies, policies, standards, and best practices.
The position provides leadership in identifying and adopting innovative GIS solution development and deployment approaches including new tooling, frameworks, practices, and methodologies. This position works with business area and IS staff to facilitate adoption and use of agency GIS platforms, widgets, and best practices for GIS solution development, testing, and deployment. This position provides expert technical consulting, analyses, and support for complex agency GIS solutions implemented and maintained in large, very complex, multi-platform development environments that include web, mobile, mainframe, server, cloud, and/or database components.
Salary Information
This position in schedule-range 07-33 with a starting hourly salary of $33.50 – $46.00 ($69,680-$95,680 annually) depending on qualifications, plus excellent benefits. A 12 month probationary period is required. Pay for internal candidates will be in accordance with the State Compensation Plan.
Job Details
This position may require travel to various customer locations throughout the state.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. For positions that do allow remote work flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.
Qualifications
Minimally qualified applicants must have experience in all of the following:
- Technical expertise in GIS development tools, frameworks, and/or application programming interfaces (APIs)
- Experience with GIS programming languages (e.g., Python, JavaScript, .NET / C#, Java) and/or developing object-oriented GIS solutions or components deployed on-premise or in cloud platforms
- Experience designing, developing, implementing, and/or supporting GIS solutions that use Esri ArcGIS Enterprise and ArcGIS Online platforms
Well qualified applicants will also have experience in the following:
- Experience working with industry-standard enterprise development tools (e.g., IntelliJ, Visual Studio, Nexus, Jenkins, Maven, GitHub)
