General Description

The City of Madison is looking to hire our next Water Utility Asset and GIS Specialist. The successful candidate will be responsible for professional and technical work supporting the Water Utility Mapping and Asset Management Programs. This position will support the cross functional Asset Management Team and the GIS Coordinator in the planning, development, implementation, and maintenance of the Utility’s Geographical Information System (GIS) and computerized maintenance management system (CMMS). Responsible for the accuracy, integrity, and quality of Water Utility asset information within the Computerized Maintenance Management (CMMS) and GIS environment. The work involves developing and administering policies, standards, procedures and guidelines relating to access to, and utilization of the Water Utility GIS and CMMS. These duties include work in the areas of system architecture, data maintenance and conversion workflows, complex GIS analysis, GIS application development, GIS database administration, and project management. Working under the direction of the Water Utility GIS Coordinator, this position will be expected to exercise independent judgment and discretion in development and implementation of the programs.

Examples of Duties and Responsibilities
GIS and CMMS Application Administration

  • Work with the GIS Coordinator to plan and implement Utility goals/plans related to GIS and CMMS.
  • Administer the GIS and CMMS applications using standard system configuration and administration tools.
  • Design and implement business process workflows. Identify and aid in development of service requests, work orders, preventive maintenance items, and asset inspections.
  • Document workflows and solutions.
  • Develop and maintain processes to support data automation related to the GIS and CMMS.
  • Perform software testing during configuration and software updates. Collaborate with analysts and other stakeholders in the creation and testing of new configurations and functionality.
  • Create, publish, and maintain maps to support the CMMS application.
  • Author, develop, and maintain internally and externally facing web maps.
  • Recommend hardware and software related to GIS and CMMS to support the Utility’s mission and vision.
  • Identify areas of integration with other Water Utility systems such as SCADA and billing.
  • Provide periodic status reports of the GIS and CMMS.

GIS and CMMS Data Management

  • Perform QA/QC on the GIS and CMMS to ensure data integrity. QA/QC the work of others for accuracy and completeness.
  • Support development of Asset Inventory.

Ad hoc Mapping and Data Analysis

  • Generate custom maps and database reports to support MWU and the asset management program.
  • Review the use of data from the Utility’s CMMS to inform maintenance and condition assessment activities.
  • Support BI and reporting initiatives to create an end user reporting environment. Use a data driven approach to drive process improvement for all supporting activities.

Training and Support

  • Identify, communicate, and provide training to support work processes that support work efficiency and data integrity.
  • Provide frontline internal technical support for incidents and update requests related to the GIS and CMMS.
  • Provide end user training in the usage of the GIS and CMMS applications.
  • Other related duties as assigned

Minimum Qualifications

  • Two (2) years of experience with a GIS or asset management system and/or working as a utility planner or engineer.
  • Associate’s degree or higher in Engineering, Municipal Planning, Utility Management, GIS, Public Administration, or other closely related field.

If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

Two (2) years experience in applying the following:

  • GIS and CMMS principals and software.
  • Statistical analysis principles; experience with life-cycle costing and triple-bottom-line analysis.

Familiarity with the following:

  • Computer terminology, engineering applications, relational databases, and database reporting applications.
