Job Summary

Performs work of considerable technical difficulty. This position requires a well-trained individual with educational and professional experience within a very specialized field. The individual needs to be highly technical, analytical, and have the ability to communicate with others with various degrees of knowledge. This position specializes in Geographic Information Systems (GIS), land records database development and analysis, GPS data collection, and mapping. Assists the GIS/LIO Coordinator in implementing the County Land Records Modernization Plan. Helps develop GIS capabilities among departments, agencies, municipalities, and the public.

Essential Duties

System Development and Maintenance
• Operates and maintains the enterprise GIS used by many county departments including E911 dispatch, land & water conservation, planning, public works, parks, sheriff, and others as well as external users of the GIS system such as businesses and the general public.
• Helps administer the county GIS databases used as part of the E911 system; troubleshoots the system; works with Public Safety Communications supervisors, dispatchers, municipal addressing administrators, and others to maintain and enhance various aspects of the GIS components of the county’s Computer Aided Dispatch (CAD) system.
• Develops and maintains complex databases in order to support GIS functionality; ensures that the GIS databases meet the county operational standards; develops countywide standards for GIS procedures, analysis, map production, documentation, and data management.
• Develops and improves GIS processes and efficiencies using scripting/programming languages such as Python.
• Develops, programs, and maintains the county GIS interactive mapping web sites.
• Develops new GIS applications and related technologies; researches, designs, and tests new GIS software. May serve as project manager for GIS projects at the GIS Coordinator’s direction.
• Collaborates and forms partnerships with other departments, agencies, and municipalities to develop GIS capabilities and integrated land information systems.
• Develops new processes and standards to increase departmental efficiencies.
• Develops and maintains project documentation and metadata.

GIS Analysis
• Completes GIS analyses using various datasets and analytical tools.
• Works with various data formats to perform statistical calculations.
• Observes, interprets, and monitors installed systems. Analyzes application performance for potential bottlenecks, identifies solutions, and works with GIS Coordinator, Technology Services, and/or vendors/developers to implement corrections.
• Prepares written and oral reports to communicate statistical or analytical results.
• Creates maps and other graphics for plans and presentations.
• Solves practical problems using GIS tools and methods and by accurately interpreting data using scientific methods.
• Creates and maintains GIS traffic models (network analysis) for use within systems including E911 Computer Aided Dispatch, county snow plow route development, and planning applications.
• Uses mathematical calculations and statistical analysis for factor analysis and probability determination.

Data Management
• Interfaces enterprise GIS with other databases and systems.
• Assists the GIS Coordinator with administration and maintenance of the county’s GIS servers.
• Creates new and modifies existing data using GIS editing processes.
• Maintains other land records and maps.
• Collects data in the field (outdoors) using GPS (Global Positioning Systems).
• Performs quality control procedures to ensure GIS database integrity.
• Converts data between various formats and systems as needed or requested by other departments and/or external customers.
• Creates and updates metadata and other technical documentation for projects, applications, and GIS datasets.
Training
• Provides GIS training, support, and quality assurance for county staff across a number of departments.
• May speak in front of groups to make presentations to inform and educate county staff and others about site plans, land developments, county projects, GIS technology, and other topics.

Other duties & responsibilities
• Troubleshoots problems that may arise with the GIS system including servers, SQL databases, and cloud/internet GIS components.
• Assists the GIS/LIO Coordinator in developing and implementing the county Land Information Plan.
• Assists as an Emergency Operation Center (EOC) resource in Public Safety Communications.
• Assists the GIS/LIO Coordinator and other county staff with new initiatives.
• Participates in Land Information Council meetings.
• Participates in Brown County Planning Commission meetings as requested.
• Participates in the Wisconsin Land Information Program & Association (WLIA) and serves as alternate Land Information Officer within this program.
