POSITION SUMMARY:

The GIS Specialist assists in development, maintenance and program/project implementation of the Marathon County land information system to achieve the goals and objectives of the Marathon County Land Records Modernization Plan. This includes implementation of the Marathon County Addressing Program and its connection to the E911 database.

QUALIFICATIONS:

A Bachelor’s degree in Geography, Geographic Information System, Engineering, or closely related field, minimum one to three years of responsible experience in GIS or related field, or any combination of education and experience that provides equivalent knowledge, skills and abilities.

EXAMPLES OF WORK PERFORMED:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive but will be the primary duties. Other duties may be required and assigned.

County Addressing System

  • Provides design, development, implementation, integration, installation, and maintenance of the County’s GIS Addressing System and maps.
  • Provide services for Marathon County 911 Dispatch Center, including GIS implementations, maintenance of Sheriff databases and layers, specifically related to the Addressing System.
  • Assist the Town and Villages with their Addressing needs to incorporate into the County Addressing System.

GIS Applications and related hardware and software

  • Install and maintain GIS software and hardware including configuring user access and authority to utilize software.
  • Make equipment recommendations; troubleshoot hardware, software, and peripheral problems related to the needs of the GIS.
  • Interpret engineering plans, future developments, annexations, capital improvement projects, and model interpretations for GIS layer and database development.
  • Interpret base maps; and databases; assign and verify and coordinate boundaries.
  • Interact with City County Information Technology Commission (CCIT) teams on system solutions related to GIS.
  •  Assist with implementation of the goals and objectives of the Marathon County Land Records Modernization Plan.

Web/Online Mapping

  • Assist in establishing and maintaining the GIS data layers to include in the web-based online mapping applications.
  • Assists with continued development on the County’s Website to enhance CPZ services, customers relationships, and geospatial data distribution.

Special Projects

  • Trains GIS end users in the use and capabilities of the system.
  • Assists county staff in the development of GIS datasets and map products.
  • Prepares custom maps as needed. Creates, designs, and modifies customized maps and map templates using cartographic and cadastral stands and maps elements.
  • Participates in activities that promote and contribute to GIS.
  • Prepare program/project status reports for committees along with development of annual accomplishment reports
  • Ability to perform duties as a Geospatial 1st Responder as a member of the County’s Emergency Operations Center (EOC)

ADDITIONAL TASKS AND RESPONSIBILITIES

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. However, the person in this position may occasionally be asked to:

  • Serve on county or other community committees to promote cooperation and improve services to County residents.
  • Assist in parcel mapping and other mapping efforts as needed.
  • Assist in surveying functions.
  • Performs other related functions as assigned or required.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge and understanding of geospatial technology, principles, and software including experience using Esri software (ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, ArcGIS Server, ArcGIS Extensions) including tools, databases, and resources such as Model Builder, Shapefiles, and Geodatabases. Skills in GPS Software.
  • Knowledge of database design, information needs and metadata.
  • Knowledge of statistical analysis techniques and quantitative geographic analysis methods.
  • Knowledge of relational database management systems and ArcGIS scripting languages
  • Knowledge with National Emergency Numbering Association Standards and Wisconsin Next Gen 911 Best Practices
  • Knowledge and understanding of cartographic design principles using various media formats.
  • Experience with direct customer support for GIS users and the public.
  • Knowledge of aerial imagery, elevation data, LiDAR and other technologies
  • Knowledge and ability to understand Parcel Legal Descriptions with Coordinate Geometry, COGO, and the PLSS System
  • Skill in using a computer for e-mail, calendaring, using MS programs (Excel, Powerpoint, Word), and data entry.
  • Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information such as maps, surveys, and procedures, and deal with several concrete and abstract variables to work out approaches to problems.
  • Requires ability to solve technical GIS problems by following a logical procedure of investigation, diagnosis, and resolution.
  • Ability to communicate effectively both orally and in writing with other County employees, employees from other municipalities, other professionals, and the public. Ability to prepare reports and present facts clearly and concisely both orally and in writing.
  • Requires the ability to exercise the judgment, decisiveness in situations involving sensitive data relating to publishing maps for District Attorney’s Office and Obtaining Federal Census Bureau data.
  • Knowledge of team development with the ability to set objectives, build consensus, and meet deadlines, while working with a diverse group of individuals and organizations.
  • Ability to understand, use, and manage your own emotions in positive ways to relieve stress, communicate effectively, empathize with others, overcome challenges, and defuse conflict; including the ability to exercise the judgment, decisiveness and creativity required in critical and /or unexpected situations involving moderate risk to the organization.
  • Ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds. Tasks may involve extended periods of time at a keyboard or workstation. Rarely there may be field work which will require the ability to exert moderate physical activity, including walking on uneven ground and squatting.
