Land Use Manager
The Land Use Manager directs the operations of the Land Use Controls and enforces the county’s land use and building codes. This position serves as the Zoning Administrator. As the Zoning Administrator, supervises the code enforcement functions, oversees all applicable areas of zoning, subdivision, floodplain, shoreland, well head protection, airport, nonmetallic mining reclamation, , building permitting, and planning regulations including code interpretation.
ESSENTIAL FUNCTIONS
- Directs and administers operations of Land Use Controls
- Oversees permit application reviews and permit issuance for programs applicable areas
- Accepts, reviews and approves certified survey maps, reviews subdivision preliminary and final plats
- Reviews and accepts variance, and conditional use permit applications
- Receives and addresses zoning complaints
- Accepts, reviews, and issues shoreland and floodplain land use permits for development
- Coordinates activities with inspectors; conducts onsite inspections
- Responds to questions from property owners, attorneys, realtors, surveyors, prospective buyers and others regarding County ordinances and state codes and regulations relating to land use
- Initiates and pursues enforcement and litigation when violations of County Code regulations occur
- Makes floodplain location determinations as required to ensure compliance with applicable County and State regulations; performs on-site inspections to reconcile actual physical circumstances with general map delineations, and overriding floodplain map boundaries
- Supervises staff of Land Use Controls
- Provides ongoing oversight of staff including hiring, training, disciplining, and performance evaluations of staff; addresses complaints, resolves conflicts
- Develops an annual work plan and coordinates staff activities
- Analyzes and reviews procedures and workflow and makes recommendations on improving efficiency and effectiveness
- Assists with the fiscal operations of Land Use Controls
- Prepares an annual permit fee schedule
- Presents budget recommendations and prepares performance management budgeting information
- Applies for and manages grants, reimbursements, and closing reports as needed
- Provides audit information
- Reviews and analyzes revenue and accomplishment information
- Oversees development and implementation of bids and requests for proposals
- Represents the Department and acts in advisory capacity to Committee on Planning and Development, Board of Land Use Appeals, Groundwater Advisory Committee, and other governmental bodies engaged in making decisions affecting program responsibilities
- Provides written and oral recommendations on variances and appeals, floodplain determinations, appeals and other matters which come before the Board of Land Use Appeals
- Develops and presents staff analyses and recommendations regarding conditional use permit applications, and subdivision variances to the Committee on Planning and Development
- Prepares and presents ordinance amendments
- Participates in state-directed efforts to coordinate and integrate statewide land use activities among various agencies
- Ensures the maintenance of records and files, including the department’s permitting program
- Maintains accurate land use records in the County parcel record database
- Performs other related and relevant work as required or directed
REQUIRED QUALIFICATIONS
- Bachelor’s degree in Natural Resource Management, Land Use, Planning, or Geography, or a closely related field
- Three (3) years experience in code administration
- Two (2) years of leadership experience, preferably in land use regulation or two (2) years of progressively responsible administrative experience in land use, work supervision or management experience.
