The City of Janesville, WI is hiring an Associate Planner. This position offers an exciting and challenging opportunity to work in a team-oriented, professional City planning environment. The Associate Planner will play a vital role in helping to facilitate the site plan review process, short- and long-range planning, and preparing studies, analyses, and reports among other responsibilities. We are seeking an individual who is self-motivated, with strong organization and communication skills, and a desire to further the City of Janesville’s mission to be innovative in sustaining Janesville as a community of choice.

Under general supervision of the Senior Planner, this position performs professional and technical planning functions for the City of Janesville. This position reviews proposals for land development and facilitates and supports general short- and long-range planning activities. The Associate Planner conducts research related to various planning efforts; prepares reports and recommendations for elected and appointed City officials on matters related to planning and development; and serves as a point of contact to the public regarding the development review process.

MINIMUM POSITION REQUIREMENTS/QUALIFICATIONS

 Education and Experience 

Minimum education and experience required to perform essential duties of the position.

  1. Graduation from an accredited college or university with a bachelor’s degree in urban/regional planning, public administration, geography, landscape architecture, environmental studies, or a closely related field is required. A Master’s degree is preferred.
  2. Minimum six (6) months of professional planning experience
  3. Must have and maintain a valid state-issued driver’s license.

A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of the minimum requirements

For successful performance in this position, the incumbent must demonstrate the following knowledge, skills, and abilities.

Knowledge of:

  1. Knowledge of the principles, practices, and processes of urban planning and urban design, including land use and transportation planning concepts.
  2. Knowledge of general qualitative and quantitative research and analytical methods, spatial analysis, and basic statistical methods.
  3. Knowledge of Division objectives as related to departmental procedures and organization is preferred.
  4. Knowledge of state, federal and local ordinances, laws, rules and regulations.
  5. General knowledge of zoning and subdivision regulations. 

Skill in: 

  1. Intermediate proficiency in Microsoft applications, including Excel, Word, Power Point, Access, and Outlook.  Proficient in Adobe Acrobat.
  2. Proficient in the use of ESRI ArcGIS Desktop Suite of products (ArcMap, ArcCatalog, and ArcGIS Pro/ArcGIS online).
  3. Excellent time management, organizational, and prioritization skills.
  4. High level of accuracy and attention to detail.
  5. Exceptional communication skills, paired with a strong customer service ethic and effective interpersonal skills.
  6. Strong ethics base built upon integrity, honesty, initiative, and respect.
  7. Strong writing and presentation skills, including addressing committees, advisory boards, and commissions.

Ability to: 

  1. Systematically analyze technical, geographic, and statistical information and create reports and present findings in a clear and concise manner to the general public, the City Council, and the Plan Commission.
  2. Interpret and explain applicable City codes and ordinances.
  3. Research, collect and analyze data.
  4. Develop, coordinate, plan, and prioritize projects and programs.
  5. Prepare maps, charts, sketches, and graphics using basic graphic design principles.
  6. Interpret and understand blueprints, plats, and other development plan documents;
  7. Coordinate and organize, prepare presentations, and present at public meetings.
  8. Communicate effectively, both in verbal and written form and to follow verbal and written instructions with minimum supervision.
  9. Work with minimal supervision and within the boundaries of responsibility.
  10. Manage multiple projects simultaneously in a fast-paced environment; ability to adapt to changing priorities and to work smoothly and cooperatively on a variety of projects with accuracy and attention to detail.
  11. Establish and maintain effective working relationships with City appointed officials, Department, Division, and Office heads, various City commissions and committees, City employees, consultants, co-workers, other governmental agencies, developers, surveyors, realtors, residents, and the general public.
  12. Maintain a positive behavior and professional demeanor at all times; address resident and customer concerns in a helpful, courteous manner.
  13. Reliable, timely, and proactive in completion of duties.
