This position is responsible for administration of the Zoning, Recycling and POWTS Department.  This department is responsible for the oversight and enforcement of the following ordinances:  Sanitary (private sewage disposal systems), Shoreland, Zoning, Subdivision and Platting, Recycling, Floodplain, and Airport height Ordinances.  The duties include supervising the department staff as well as technical and administrative work.  Included in this work are public relations and education, planning, cooperation with other agencies, investigations, code enforcement, and code development.  This position reports to the Zoning and Land Information Committee.

Examples of Duties / Knowledge & Skills

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Assists applicants for zoning map amendments, variances and conditional use permits.
  • Conducts field investigations and researches the actions proposed above and prepares and schedules the related public hearings
  • Issues land use permits based on information obtained from the application, field investigation and document searches
  • Investigates and follows up on complaints and field visits
  • Coordinates enforcement actions with other county, state and federal agencies; issuing orders or citations and preparing court action as necessary
  • Drafts proposed ordinances and revisions presenting them to the County Board for adoption
  • Develops and implements recycling programs, including solid waste management for the county and assists local government in their efforts
  • Submits annual recycling grant application
  • Oversight of POWTS program, assist technician, if needed
  • Investigates complaints on private sewage systems and septage disposal
  • Conducts a training seminar annually for the plumbers and soil testers providing them with updates on the codes
  • Conducts annual training seminars for professional groups such as realtors, loan officers, attorneys and insurance agents
  • Implements and maintains the County Comprehensive Land Use Plan
  • Assists participating municipalities with their comprehensive land use plans
  • Submits annual report for recycling program
  • Maintains self-certification of the counties materials recovery facility
  • Provides educational presentations for local schools and civic organizations on the zoning, recycling/solid waste and POWTS programs
  • Provides educational presentations to prospective applicants and future home buyers via handouts and an annual class for prospective rural property owners
  • Prepares forms, educational booklets and other materials used by the department
  • Prepares budgets, progress reports and annual reports for county, state and federal agencies
  • Participates in state audits of the programs
  • Attends training seminars, meetings and hearings on new legislation and code changes to maintain expertise in the field
  • Conducts on-site visits for public hearing requests
  • Attends local government meetings making presentations on department programs
  • Receives related complaints forwarding them or referring the complainant to the proper agency
  • Maintains the required continuing education credits required for licenses/certifications
  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws throughout the department
  • Provides overall direction, coordination, and evaluation of employees within the department.  Responsibilities include interviewing, hiring, and training employees; developing work schedules; authorizing leave, vacation, and overtime; planning, assigning, and directing work; appraising performance; disciplining employees; and addressing complaints and resolving problems
  • Reviews all certified survey maps with applicable ordinances
  • Contacts and maintains markets for recyclable materials
  • Performs other duties as assigned

Minimum qualifications & Requirements

SUPERVISORY RESPONSIBILITIES

Directly supervises Zoning Administrative Assistant, POWTS Technician and Recycling staff

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s Degree in resource management, environmental health or a closely related field
  • Minimum of five (5) years’ experience in land use planning, zoning, sanitation, solid waste management, recycling, surveying and/or code enforcement
  • Experience in preparing, monitoring and adhering to a budget
  • Management/supervisory experience preferred

CERTIFICATES, LICENSES, REGISTRATIONS

  • Possess and maintain valid Wisconsin Driver’s license and have access to transportation suitable to complete necessary work out of the office
  • Must be able to obtain and maintain Certified Soil Tester license within six months of hire
  • Must be able to obtain and maintain Private Onsite Wastewater Treatment System (POWTS) Inspector license within six months of hire
