Complete tasks involving general civil engineering services such as: assist with plan review, permitting, bridge and construction inspections, traffic and speed studies, pavement ratings, GIS mapping software, and oversee annual material contracts. Assist with oversight of: DPW construction and maintenance projects, federal aid project, real estate acquisition, budgeting, estimates, and reports
45% Road and Bridge Maintenance
-Coordinate Bridge and Short Span Inspections
– administer contracts
– serve as point of contact
– coordinate, document, and keep records of bridge structure maintenance activities
-Permit Coordination
– permits include: driveways and access, oversize/overweight loads, utility, implements of husbandry, and work in the right-of-way
-Pavement Ratings
– Wisconsin Department of Transportation PASER system
– Annual certified mileage review and submittal
-Perform traffic and speed studies
-Participate in winter maintenance and emergency response, including on-call responsibilities
-Provide inspections and assist with plan review for:
– new developments
– culvert and bridge replacements
– highway reconstruction/rehabilitation projects
30% Road and Bridge Improvement Projects
-Provide technical assistance
– Data gathering and analysis
– Creation of maps, plans, graphs, charts, and other technical materials
– Communicate project timelines and progress (updates on website, press releases, etc..)
-Administer annual materials contracts
– Contracts include: asphalt, seal coat emulsion, milling and pulverizing, and aggregate
10% GIS specialist for the department:
– Work with other county departments (planning and land conservation) on GIS improvements and expanded use in the department
5% Assist with other various items, including but not limited to:
– Federal Aid Project Oversight
– Real Estate Acquisition
– Budgeting
10% Other Duties as Assigned
Success Factors (KSA’s)
-Knowledge of civil engineering principles and practices applied to highway and bridge design and construction
-Knowledge of the basic principles and practices of engineering field and office work, including design preparation/review and field surveying
-Ability to make engineering computations, estimates, and designs
-Ability to utilize GIS hardware and mapping software
-Ability to interpret plans and specifications and to perform the engineering inspection of construction activities
-Ability to plan, organize, and review work performed in compliance to construction standards
-Ability to maintain accurate and complete records and prepare clear and comprehensive reports
-Ability to work effectively with public officials, contractors, and the general public
Job Requirements, Education, Training & Experience
-Associates degree in Civil Engineering Technology or related field with a minimum of three (3) years of GIS Mapping, highway design, construction, inspection, and estimating.
-Must possess and maintain a current unrestricted (not due to corrective lenses) driver’s license and auto insurance pursuant to the Rock County Administrative Policy and Procedure Policy 5.02 ad 5.27. Class B, Commercial Drivers License is desirable.
-Positions in the job class this position is assigned to are subject to random drug and alcohol testing pursuant to Department of Transportation rules and regulations. Testing negative on required tests is a condition of employment.
