Description/Summary
This full-time position performs real property listing functions that include, but are not limited to, maintaining legal descriptions, ownership records and assessment records of the County’s taxable and tax-exempt land parcels. Assists the Treasurer and GIS Specialist in performing the real property listing functions.
Work is performed under direction of Treasurer and will adhere to the Wisconsin State Statutes and County Code and with assistance of the County’s municipal clerks, assessors, Register of Deeds, GIS Specialist, and Zoning Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES including the following:
* Reproduce and review Register of Deeds recorded documents and retrieve those needed for the office.
* Verify legal descriptions and ownership on all conveyance deeds recorded in the Register of Deeds office, and list correct ownership and document information in the land records system.
* Assist the public with verbal or written requests and public access needs regarding real and personal property.
* Keep an organized database of all error documents and follow up on their correction.
* Work with the GIS Specialist in preparing new legal descriptions, assigning new parcel numbers, updating taxation district information for the assessment roll for parcels that have boundary changes created by newly recorded deeds in the Register of Deeds office.
* Assist the GIS Specialist and Zoning Department to maintain the integrity of the land information database as it relates to and informs the enforcement of various codes and ordinances.
* Create and verify the accuracy of assessment work rolls, assessment rolls, assessment notices and statement of assessment under guidance from the municipalities and Treasurer.
* Maintain inventory of assessor supplies and forms and report to Treasurer if supplies are needed.
* Assist in the creation of the tax roll and tax bills.
* Attend Land Information Council Meetings.
* Assist as needed in the receiving and receipting of tax payments and deposits from all County departments.
* Ability to take direction from supervisor in prioritizing work.
* Ability to work under stressful situations involving deadlines; time limits and upset taxpayers.
* Ability to operate a personal computer, calculator, and other office machines and equipment
* Perform duties in a professional, efficient and productive manner.
* Abide by office procedure, County Code and State Statutes.
* Record factual data accurately.
Qualifications
EDUCATION and/or EXPERIENCE
High School diploma or GED along with a two-year certificate from college or technical school or one or more years of related experience and/or training in computer use, Microsoft Office software, office equipment, mapping software, real estate terminology and documents, and mapping experience; or equivalent combination of education and experience.
CERTIFICATES, LICENSES, REGISTRATIONS
Driver’s License is desirable.

Ability to read and interpret documents such as legal descriptions, plat books, real estate transfer returns and certified survey maps. Ability to comprehend simple instructions, short correspondence and memos. Ability to write routine correspondence and reports as required. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
