Under the general supervision of the Section Chief, this position functions as the Geographic Information Systems (GIS) Manager for the Department of Military Affairs, Office of Emergency Communications (OEC).

Primary responsibilities consist of analyzing, designing, organizing, documenting, and monitoring standards, structures, and procedures for the development, implementation and utilization of GIS within OEC program areas. This position works in partnership with the Department of Military Affairs GIS coordinator to manage OEC’s GIS needs within the Department’s IT standards and infrastructure.

Program areas of OEC include Next Generation 9-1-1 (NG9-1-1) planning, implementation and maintenance, Wisconsin Interoperable System for Communications (WISCOM) program assistance, interoperability planning, resource coordination, and related projects.

This position will also represent OEC on committees, public hearings and advisory groups related to GIS.

Qualifications

To meet the Minimum Qualifications for this position, candidates will have experience with:

  • Utilizing GIS tools such as ArcMap, ArcGIS Pro, QGIS 3, ArcGIS Desktop, etc.
  • Performing GIS data collection, assessment and working with stakeholders.
  • Project management, program coordination, or contract administration.

In addition to meeting the minimum qualifications, Well- Qualified candidates will also have experience with at least one of the following:

  • Integrating multiple data systems into a GIS environment.
  • Grant administration or being a subrecipient of grants.
  • Preparing data for the implementation of NG911 and knowledge of industry standards.
