CURRENT OPPORTUNITY TO JOIN OUR TEAM:

The Wood County Planning & Zoning Department has an opening for a County Planner. The purpose of this position is to provide planning services to Wood County and municipalities within its jurisdiction, participate in land records modernization projects and perform special planning/zoning projects. Enables Wood County to remain eligible for a variety of grant programs and compliant with state and federal planning requirements and other regulations. The work is performed under the direction of the Director, Planning and Zoning.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  1. Lead County planning services, to include municipal planning, transportation planning, park and trail planning, recreation and open spaces planning, comprehensive planning, and redistricting. Draft zoning and other land use ordinances. Prepare public information programs for specific projects and facilitate public participation during open houses and public hearings.
  2. Project Manager responsible to design and direct implementation efforts for approved, adopted and ongoing projects; including oversee development of tools (procedures, regulations, relationships, information, assistance, etc.), facilitating committee formation (where appropriate), assisting with committee functions, participating in grant applications and administration, provide updates on projects and legislative changes, draft resolutions for county committees and County Board action, etc.
  3. Provide information to the Director on a regular basis concerning the status of assigned projects and general office functions. Confer with and advise the Director on primary elements, alternatives and recommendations of department projects, including all potentially controversial elements.
  4. Designated to function in the place of the Director, Planning and Zoning as 208 Sewer Service Area Administrative Agent for the Wisconsin Department of Natural Resources.
  5. Assemble and analyze project data and conduct research related to assigned project. Prepare written reports and graphic presentations as necessary.
  6. Direct the preparation of casework for development cases involving county, city, town and village units of government.
  7. Assist customers with general land use inquiries including questions pertaining to shoreland and floodplain  zoning, wetland restrictions, highway access, private onsite waste treatment systems, subdividing land, property ownership, county and local zoning, and comprehensive planning.
  8. Administer the Wood County Land Subdivision Ordinance and ensure that new land divisions are created in accordance with Chapter 236.34 of the Wisconsin Statutes, and Chapter A-E 7 of the Wisconsin Administrative Code.
  9. In the absence of the Director, Planning & Zoning, acts in that capacity.
  10. Responsible to know and practice the Safety policies of the County. Perform all job tasks in a safe and prescribed manner.

Additional Tasks and Responsibilities

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

  1. In the case of a disaster, may be required to assist in disaster relief efforts.
  2. Respond to public complaints and inquires.
  3. Participate in economic development projects, special projects and serve on ad hoc committees when needed.
  4. Maintain the Planning and Zoning Department’s website.
  5. Assist the Director in forming strategies and compiling information for the Department’s annual budget process.

Minimum Training and Experience Required to Perform Essential Job Functions

Bachelor’s degree in Urban Planning, Geography or related field; four to five years planning and zoning experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Proficient with Esri Geographic Information Systems (GIS) software and Microsoft Word, Excel and Access. This position requires travel to and from off-campus sites. Individual may use personal vehicle or other means of reliable transportation.
