The Wisconsin DNR is hiring a dual LTE (Limited Term Employee) –LTE IS Systems Development Services Specialist / IS Data Services Specialist located at our central office in Madison, Wisconsin.

This dual LTE appointment is comprised of two 20-hour positions for an expected work schedule of 40 hours per week. The intention is to hire one candidate on both positions. See below for more information on the positions.

Position Summary

IS Data Services Specialist 

Primary responsibilities include the implementation and oversight of geographic information systems (GIS) and application to the Bureau of Parks and Recreation Management (PRM) program by overseeing GIS data development, presentation, and maintenance, to include: developing and managing the PRM program’s web mapping applications and map services; analyzing data requirements; performing spatial analyses; creating cartographic products from GIS-data; researching and presenting in visual format property-based land issues and assisting with data quality assurance/quality control to support PRM program business needs.

40% – Geospatial data development and maintenance: Development of procedures and processes for developing and maintaining program data. Collecting, processing and updating data collected from the field and various other outlets and resources.

30% – Geospatial data presentation: Creation of static and dynamic map products/services, graphic representations, and publications for web/mobile and hard copy distribution, to meet various program needs

20% – Property record and data research: Research and review of existing department and county records, mainly focused on real-estate and railroad records

10% – Organizational responsiveness: Attend Division and Department GIS meetings and participate actively on teams. Complete necessary trainings.  Stay abreast of changes in GIS technology, processes, and agency policy.  Communicate important issues related to GIS to P&R staff and/or management.

IS Systems Development Services Specialist

Under general supervision, the Wildlife Management GIS Specialist position is responsible for developing, maintaining, and supporting GIS application development using ArcGIS Online (AGOL), VertiGIS Studio, or other approved technology in coordination with Bureau of Wildlife Management Management (WM) staff and agency IT staff.  This position will plan, design, and develop web-based mapping applications to satisfy program needs while following all agency policies and guidelines.  It will also be responsible for developing and maintaining GIS datasets and map services used in applications and representing WM GIS needs at the department level.

50% – Develop, Maintain and Support WM GIS Data and Applications:
* Analyze business requirements and evaluate alternatives to determine technical feasibility to solve business needs
* Lead technical development and testing of WM projects utilizing advanced VertiGIS/Geocortex/Portal/AGOL tools (e.g. Survey123, WebApp Builder, Experience Builder, Workflows, etc.)
* Develop user and technical documentation for supported program GIS applications

20% – Develop and maintain GIS resources for use in various GIS applications:
* Maintain GIS services and data for staff use and application integration
* Develop and manage routine task workflow automation for distribution (e.g. scripts, queries)
* Develop and maintain geospatial data, documentation, and metadata following agency standards

20% – Cartographic and publication production: Creation and/or support of static maps, graphic representations, or publications for web or hard copy distribution to meet program needs in compliance with agency policies.

10% – Organizational Responsiveness: Attend Division and Department GIS meetings and participate actively on teams. Complete necessary trainings.  Stay abreast of changes in GIS technology, processes, and agency policy.  Communicate important issues related to GIS to P&R staff and/or management.

Salary Information

These positions pay between $27.00 – $32.00 per hour and are in pay schedule and range 07-33. For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan.

Job Details

This is a Limited Term Employment (LTE) position. LTE positions do not automatically lead to permanent state employment or enjoy the same benefits as permanent employees; however, these positions do offer valuable work experience and an opportunity to learn more about career opportunities with the Department of Natural Resources and the State of Wisconsin.  

LTE employees are limited to working 1039 hours per position within a twelve-month period.

Qualifications

IS Data Services Specialist 

Required:
– Experience using ESRI suite of desktop software (ArcMap and ArcGIS Pro)
– Experience using web mapping application development tools (e.g. ArcGIS Online Experience Builder, Geocortex Essentials, VertiGIS Studio, etc.)
– Experience with parcel data entry, GIS parcel digitization and verification
– Strong organization skills
– Knowledge of professional cartographic concepts and designs

Preferred:
– Experience with IT or GIS project management
– Experience with business analysis and project planning
– Experience with GIS automation scripting and automation processes (model-builder, python, R, etc.)
– Experience developing and managing GIS data in multiple data types including ArcSDE GIS data creation and maintenance using ESRI tools and a database IDE

 

IS Systems Development Services Specialist

Required:
– Experience using ESRI suite of desktop software (ArcMap and ArcGIS Pro)
– Experience with web mapping application development tools (e.g. ArcGIS Online Experience Builder, Geocortex Essentials, VertiGIS Studio, etc.)
– Strong organization skills
– Knowledge of professional cartographic concepts and designs

Preferred:
– Experience with IT or GIS project management
– Experience with business analysis and project planning
– Experience extending out-of the-box GIS solutions for data or mapping (e.g. SQL/Oracle data management, custom application development, custom widget development, workflow development, etc.)
– Experience independently developing and managing GIS data at all stages in the web mapping process
