The  GIS and Broadband Data Analyst (IS Data Services Senior) is tasked with broadband-related mapping coordination, data collection, data analysis, and website decisions. The primary responsibility of this position is to plan, design, implement, and maintain broadband office mapping programs and related data and applications as state resources. This position will work closely with contractors, partners, and colleagues to coordinate broadband- related data collection activities and develop new state broadband map layers. This position will provide technical support for Commission and resident questions related to the state broadband map and website. This position will work with broadband mapping analyst(s) and intern(s) to handle maintenance, updates and troubleshooting of the broadband map, dashboard, website, and data collection. This position will be responsible for collecting, analyzing and interpreting large data sets related to broadband access, affordability and adoption in the state. The incumbent will provide technical support for Commission and public inquiries related to mapping resources and broadband access. The position will contribute in the coordination of agency- wide geospatial technologies, data, and products. The ability to design methodologies, collect and analyze a variety of data sets, develop, and recommend appropriate courses of actions are essential.

Qualifications

Qualified applicants will have experience with all the following:

  • Experience developing and maintaining complex GIS data and complex maps.
  • Experience working with products within the ESRI suite (ArcGIS, ArcGIS Enterprise, ArcGIS Online).
  • Experience in technical analysis and research of issues related to measuring and increasing broadband access, affordability, and/or adoption.
  • Experience writing professional reports.

In addition to having all the above, well qualified applicants will have experience with one or more of the following:

  • Experience developing systems for geospatial mapping products and problem solving.
  • Experience collecting and processing geospatial data and using the data for map development and/or geospatial applications.
  • Experience creating visual presentations and presenting technical information to a non-technical audience.
