The Wood County Planning & Zoning Department has an opening for a Code Administrator. The purpose of the position is to administer and implement the county’s private sewage system program, floodplain zoning ordinance, and shoreland zoning ordinance according to applicable state statutes and administrative codes. This includes supervisory responsibilities over and task assignments to Code Technician.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
1. Reviews and collects data for floodplain and wetland determinations.
2. Monitors and coordinates changes to National Flood Insurance Program maps with Federal Emergency Management Agency (FEMA) and Wisconsin Department of Natural Resources floodplain management staff.
3. Performs field inspections on development sites and answers correspondence related to land development questions.
4. Prepares public hearing notices according to statutory requirements for public hearings related to ordinance administration.
5. Provides staff support to the Board of Adjustment.
6. Reviews and approves/denies permit applications and issues permits for County ordinances.
7. Inspects installed sewage systems for code compliance. Prepares inspection reports and issues compliance certificates.
8. Issues construction directives and enforcement orders. Forwards violations to legal counsel for court action. Attends and testifies in court hearing as required.
9. Provides educational materials and information to town officials, the public, property owners, developers, plumbers, contractors and others regarding ordinance requirements and new technology standards.
10. Prepares materials for, and conducts regular continuing education workshops for plumbers and pumpers.
11. Evaluates the work of soil tester and/or on-site soil conditions.
12. Conducts inspections of private sewer systems for Wisconsin Fund Grant Program. Oversees maintenance of electronic and hard-copy records of all issued permits, inspections and other mandated actions.
13. Assists with administration of private sewage system maintenance programs.
14. Investigates complaints and reported ordinance violations.
15. Collects various fees per program and ordinance requirements.
16. Maintains knowledge regarding code administration and ordinance enforcement. Attends conferences, seminars and continuing education sessions.
17. Assists with administration of subdivision ordinances, when necessary.
18. Develops pilot projects for research and development.
19. Reviews ordinances and recommends revisions.
20. Attends Conservation, Education & Economic Development Committee meetings. Prepares and presents reports as needed.
21. Assists the Director with budget preparation.
22. Provides technical and practical information to other agencies and groups.
23. Prepares and submits work and time reports to Director.
24. Works closely with Program Assistant staff performing tasks related to private sewage, shoreland zoning and floodplain zoning programs.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
1. Photocopies documents.
2. Answers and directs telephone calls.
3. Responds to inquiries from the public or directs to appropriate person or agency.
4. Performs routine office cleaning tasks.
5. Sorts and files documents.
6. Prepares historic files for document imaging to be included on county website.
EXPERIENCE, TRAINING, QUALIFICATIONS
Bachelor’s degree in natural science, geography, engineering or related area; a thorough knowledge of soil morphology; floodplain management, shoreland and private sewage ordinance inspection and enforcement, soil testing and/or plumbing experience; or any combination of education and experience that provides equivalent knowledge, skills and abilities. Must also demonstrate knowledge of Microsoft Word and Excel, proficient use of a computer keyboard, and Internet research capabilities. A valid Wisconsin motor vehicle operator’s license, and POWTS (Private Onsite Waste Treatment System) inspector and soil tester certification required.
