This position provides specialized technical assistance to Environmental Health Staff in support of GIS mapping needs as part of two Environmental Health Capacity grants.  Environmental Health staff with assist the GIS Specialist by providing direct data or locations for accessing data.  Data anticipated to have GIS mapping needs may include:

Radon Grant:
·  Mapping exist radon data in Rock County.
·  Identify radon ‘hot spots’ in Rock County.
·  Comparing mapped radon levels to existing data on age of housing, geology, or socio-economic status.
·  Identify gaps in radon testing based on population, housing, geology. socio-economic status

Groundwater Depletion Grant:
·  Map all Transient Non-Community Community well locations in Rock County.
·  Map high capacity well locations and high capacity well usage rates.
·  Use GIS to identify areas of highest groundwater withdrawals and proximity to public wells.
·  Use GIS to evaluate trends in groundwater withdrawal over time.

The work is performed as a team member in conjunction with professional public health staff.  Expectations are that this position will support public health staff in meeting grant project goals in a timely manner.

This is a project position that will be limited to a 1-year period.  This project position is limited to a total of 500 hours during the 1-year period.  The position can be flexible on daily and weekly hours, with the exception that any single week cannot exceed 16 hours.  The position will have the ability to work remote at many times, although the expectations and needs of Environmental Health Staff  and requirements of grant deliverables may also require some in-office work.

15%- Core Function: Data Analysis
·  Work closely with environmental health staff to identify gaps in existing home radon testing data to determine gaps in data based on population, geology, housing and socio-economic status.

60%- Core Function: GIS mapping of data
·  Confer with staff regarding data access needed to create GIS maps.
·  Utilize ArcGIS to prepare GIS data layers and maps that represent the goals and objectives of each grant.

60%- Core Function: Prepare GIS maps for Reports and Presentations
· Represent analyzed data and GIS maps in a format that is transferable to grant reports and external communication.

5%- Core Function: Document Mapping Process and Procedures
·  Prepare documentation on the processes utilized to create GIS maps so that the maps can
be recreated or updated as necessary in the future.

5%- Perform related work as required.
·  Represent the Department at appropriate meetings, both internal and external.
·  Prepare and assist in preparation of department’s internal and external communications.

EDUCATION AND EXPERIENCE REQUIREMENTS:

Required:
· High School Diploma or GED
· One year experience or coursework in GIS mapping
· Experience analyzing data and representing data visually using GIS
· Valid driver’s license
· Motor vehicle in working order OR ability to obtain reliable transportation as needed

Preferred:
· Bachelor’s degree in either Computer Science, Geography, Geoscience, Surveying, Engineering, or a related field desirable and/or
· GIS certificate and/or
· Specialized Courses in GIS and mapping and/or
· Direct experience with Esri’s ArcGIS (ArcMap).
· Combination of training, education and experience will be considered.
