Under direct supervision, represent the Department and assist the Water Superintendent and Construction and Maintenance Superintendent on construction jobs to inspect and oversee construction of water mains, water services, fire hydrants, sewer mains, sewer services, and other utility plant and works to ensure that construction and materials comply with regulations, plans and specifications. Create and maintain records related to construction activities as well as GIS, Cross Connection Control and private well programs.

Tasks Routinely Performed

  1. Observe work in progress to ensure that construction conforms to plans, specifications and regulations.
  2. Examine workmanship of finished installations for conformity to standards for approval of installation.
  3. Interpret plans and specifications for contractor and discuss deviations from specified construction procedures with management to ensure compliance with specifications and regulations.
  4. Record quantities and locations of materials installed and verify proper elevation of installation.
  5. Maintain daily log of construction and inspection activities.
  6. Compute monthly estimates of work completed for approval by management.
  7. Prepare as-builts of construction installation with the use of Autodesk and ArcGIS software products.
  8. Inspect properties for compliance with the City cross connection control ordinance.
  9. Maintain records of and ensure compliance with the Department’s private well program.
  10. Assist in record keeping related to cross connection control Ordinance.
  11. Use survey equipment to perform duties related to inspecting including: spirit level, total station, and RTK GPS.
  12. Assist Water Superintendent and Construction and Maintenance Superintendents in daily activities.
  13. Must have regular, predictable attendance.
  14. Must maintain proper relations with the public, coworkers, management and other City staff.
  15. Shall be subject to recall any time before or after regularly scheduled shift.
  16. Shall be on call and available during emergencies.
  17. Shall perform general building and grounds maintenance.
  18. Shall use GIS for locating infrastructure and ongoing maintenance functions.
  19. Shall attend seminars or training to maintain NIMS (National Incident Management System) compliance and other required education.
  20. Various other related duties, as assigned.

Qualifications

  1. Knowledge of the nomenclature, methodology and techniques of construction inspection.
  2. Ability to relate well with co-workers and the general public.
  3. Ability to communicate effectively, both orally and written.
  4. Ability to maintain accurate and complete reports and prepare clear and detailed reports.
  5. Considerable knowledge of water and sewer construction, maintenance and repair practices.
  6. Considerable knowledge of other construction as it relates to waterworks and sewage treatment plants.
  7. Working knowledge of occupational hazards and safe work practices.
  8. Considerable knowledge of survey methods used in inspection, and utility mapping.
  9. Considerable knowledge of drafting methods and software including Autodesk and ArcGIS products.
  10. Ability to obtain Groundwater and Distribution certification within one year.
  11. Ability to operate system valves and hydrants.
  12. Ability to operate equipment for locating buried utilities.
  13. Ability to operate GPS and other equipment for data collections and point staking.
  14. Considerable knowledge of tools, equipment, materials and practices of the plumbing trade.
  15. Ability to enforce contract requirements.
  16. Ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals.
  17. Ability to apply common sense understanding to carry out instructions furnished in written, oral, diagram or digital form.
  18. Possession of a valid motor vehicle operator’s license issued by the State of Wisconsin with a clean driving record and the ability to acquire a Commercial Driver’s License within six months of employment.
  19. Ability to pass post-offer physical examination.
  20. Must be available for overtime work assignments.

Essential Knowledge & Skills

  1. Graduation from High School or equivalent and an associate’s degree or equivalent from two year college or technical school or four year college degree; or 5 years related experience and/or training; or equivalent combination of education or experience.
  2. Have general and advanced knowledge of cross-connection control devices.
  3. Must be able to walk and/or stand for at least 6 to 8 hours per day.
  4. Must be able to lift moderately heavy items, 40 to 50 pounds required.
  5. Must be able to climb ladders, enter and exit manhole structures and water main trenches.
  6. Must have no impairments that limit work capabilities in year-round weather conditions.
  7. The performance of tasks may involve exposure to machinery and its moving parts, exposure to fumes and airborne particles and the noise level in the work environment.
  8. Must be free of limitations for seat belt use or restrictions that impair entering or existing vehicles or equipment.
  9. Must have no limitations that result from exposure to sanitary sewer odors.
  10. Must have no restrictions that impair starting and stopping procedures in vehicles.
  11. Must have no climbing or height restrictions.
  12. Must have no limitations for bending, crouching, stopping or kneeling.
  13. Must have no restrictions to repetitive movement of arms and neck while speaking on the telephone, typing working on the computer keyboard or using other equipment and frequent sitting while using these devices.
