The purpose of this position is to coordinate with the GIS Administrator to manage and support the Geographic Information System (GIS) data for the City’s three utilities (Storm Water, Wastewater, and Water). This position will also ensure the Enterprise Asset Management (EAM) software is appropriately linked to the GIS data to support the operational needs of the Utilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

• Develop and Maintain GIS Datasets (30%) – Effectively develop and maintain GIS data, maps, applications, and integrations for the Utilities. Develop and maintain quality assurance processes for appropriate data evaluation and posting from various divisions.

• GIS/EAM Integration (30%) – Maintain and improve EAM integrations for the Utilities. Continual updating and quality assurance/consistency of all Utility GIS/EAM data.

• GIS Mapping and Data Analysis (25%) – Create and maintain interactive public facing map interfaces. Develop specialized mapping requests and data analyses. Facilitate the integration of various records into the City’s GIS environment and EAM system.

• Field GIS/EAM Support (15%) – Provide GIS/EAM system support for field staff and mobile technology that is utilized in the field.

• Perform other duties as assigned.

REQUIRED MINIMUM QUALIFICATIONS

Education and Experience: 
• Bachelor’s Degree in GIS, Geography, Surveying, Planning or other directly related area.
• Minimum of two (2) years of related experience in GIS applications and technology.
• Minimum of one (1) year of practical application of Environmental Systems Research Institute, Inc. (ESRI) enterprise software.
• GISP and Utility GIS experience preferred.

Necessary Knowledge, Skills and Abilities:
• Thorough knowledge of office terminology and GIS practices and procedures.
• Thorough knowledge of land records modernization and information technology implementation.
• Thorough knowledge of Microsoft Windows environment and networking, ESRI GIS software, Safe Software FME, Microsoft Office, Python and mobile devices, and other relevant computer information systems.
• Ability to read, analyze, and interpret technical data and information, and the ability to effectively relay the same information to management, users, and the public.
• Ability to communicate clearly both orally and in writing.
• Ability to work with mathematical concepts, such as statistical inference, fundamentals of plane and solid geometry, and the application of algebraic and trigonometric functions.
• Ability to apply concepts, such as fractions, percentages, ratios, and proportions, to practical situations.
• Ability to classify, compute, tabulate, and categorize data.
• Ability to utilize a variety of advisory and design data and information, such as land records, maps, statistical data, utility plans, engineering plan/profile sheets, and computer documentation.
